statement quoting interesting figures
which show how the public welfare is
served by well-planned expenditures for
improvements and extensions to railway
facilities. Mr. Winbnrn argues that
railway earnings should be sot and kept
at a rate sufficient to encourage invest
ment in railway securities, since the
investing public is the only source
from which transportation Companion
can obtain money for enlargements and
improvements.
The freight business of the Central of
(tqnrgia was fit' per cent greater in
1022 than in 1900, but this increased
business was handled with a decrease in
| the number of freight train mites. It
the average freight train load had boon
in 1922 wlint it was in 1910, the direct
costs of freight train operation (in
cluding wages, fuel, lubricants and oth
er supplies) would have been $1,72(1,-
047.52 greater in 1922 than they actu

the Central of Georgia lias expended in

new locomotives of greater power, so
that greater tounngo could be handled
in a train, and for enlargement of ter
minal facilities and the building of new
track.
The growth and development of the
country demands the continued expan
sion of transportation facilities. Rail
roads must continue to invest heavily
ir such improvements as will reduce
costs of operation so flint they may ren
der efficient service at the lowest pos
sible rates. Freedom from threats of
premature rate reductions, and nbsence
of hampering legislation, Mr. Winbnrn
Bays, is the foundation for any reason
able hope for lower railway rates.
