(SENATORS DEMANDING OF THE PRESIDENT TO TAKE ACTION. THREE SIGNIFICANT RESOLUTIONS. President McKinley May Yet be Forced to Tttk.» a Hand in the Struggle of the Iiuiurgentit In Cuba. A Washington special says; Three propositions, differing materially as to methods, were presented to the senate Tuesday for the relief of the Cuban insurgents. Mr. Allen, of Nebraska, offered as an amendment to the diplomatic and consular appropriation bill a resolu tion recognizing the belligerency of the insurgents, and said that he hoped thus to afford the senate an oppor tunity to vote on that proposition. He expressed the hope that the com mittee on foreign relations would act promptly upon the amendent, so that the senate could have an opportunity to vote upon it. The amendment is as follows: “That a condition of public war ex ists between the government of Spain and the government proclaimed and for some time maintained by force of arms by the people cf Cuba, and that the United States of America shall maintain a strict neutrality between the contending powers and accord to each all the rights of belligerencey in the ports and territory of the United States.” Mr. Allen said that he desired to have the amendment made a part of the diplomatic bill, so that tbe house of representatives might have an op portunity to vote upon the proposition and not be stifled by the committee on foreign affairs of that body or by other influences. Mr. Cannon, of Utah, then offered the following resolution, which he asked to lie over until Wednesday, when he would submit some remarks upon it: “Whereas, the people of the repub lic of Cuba are, and of right ought to be, free and independent; and, “Whereas, the continuance of the barbarous warfare of Spain in her at tempt to subjugate the patriots of that republic is iu violation of the law of humanity, is a menace to the freedom and progress of the people of the western hemisphere, and is full justi fication for a demand by the govern ment of the United States that Spain shall withdraw her land and naval forces from Cuba anil Caban waters ^-"shall leave that republic and her people to their enjoyment of life, lib erty and the pursuit of happiness; therefore, be it “Resolved by the senate, That tho president of the United States is urged to notify the kingdom of Spain that if Spain shall fail to recognize the inde pendence of the republic of Cuba on or before tbe 4th day of March, 1898, the government of tho United States will, on that date, recognize the bel ligerancy of the Cuban patriots and will, within ninety days thereafter, as sert the independence of the republic of Cuba.” Mr. Mason, of Illinois, kept the Cuban ball rolling by offering another resolution giving notice that he would on the morrow, at the canclusion of Mr. Cannon’s remarks, address the senate upon the resolution. “Resolved, That the president of the United Senates be, and he is hereby requested, to notify Spain and the insurgents of Cuba that tho war (so-called) must at once cease aud be discontinued, and that the United States of America hereby declare and will maintain peace on the island of Cuba.” A Dcninl From 1>e l.ome. Knowledge that a letter was public, claimed to have been written by Min ister Dnpuy de Lome, in which the president was criticised was current in Washington Tuesday night. When acquainted with this fact the Spanish minister declared if such a letter was in existence it was a pure fabrication without an iota of truth in it. Among congressmen and diplomats it was considered probable that should the letter be proven authentic it would result iu a change of minister's. OBSERVED LINCOLN DAY. Republican Club at New York Celel^tes With a Banquet. The New York republican dub ob served Lincoln’s birthday as it has for twelve years at a banquet at Delmoni eo’s. Nearly 300 members of the club and guests were present and fifty la dies dined in the “Empire room” be low. The toasts were: “Abraham Lin coln," by Hon. Albert .T, Beveridge, Indianapolis; “The Republican Party,” by Congressman Charles A. Boutelle; “The Mission of America, ’ by Henry D. Estabroo, of Chicago, and the “Navy,” by Assistant Secretary of the Navy Roosevelt. LIKE GULDENSUPPE CASE. Another Murder Mystery Comes to the Surface in New York. The mutilated body of a man with out a stitch of clothing on it wnsfouud in East river at New York Tuesday. Half of the head was missing, the right leg was cut off at the knee aud both arms were gone, having beeu cut off. The police believe that another mur der mystery of similar character to the recent Ouldeusuppe case ha3 been un earthed by this discovery. NEM TELEPHONE CORPORATION. C., special says: Members of tbe legislature and state offi leru must pay their fares ou rail roads for another year. At least the anti-free pass law which was passed during Mr. Tillman’s term as governor will stand. For two years the house has repealed this law. The senate at Friday’s session killed the house re pealing bill. VOTED FOR TELLER DILL And Now the New York Legislature Wants Murphy to ltesign. A special from Albany, N. Y., says: In ’lie state senate Friday the Brush and Weeks resolution in regard to United States Senator Murphy was made the special order for Monday morning. The Weeks resolution, which passed the assembly Thursday, censures the senator for his vote in favor of Teller bill. The Brush resolutions censures tbe senator ami demands bis resignation for tbe same reason. STEAMER DULUTH WRECKED. Struck On Bar During Heavy Gale and Breaks Asunder. The Lake Michigan and Lake Supe rior Transportation Company’s steamer City of Duluth, which struck the bar outside the harbor piers at St. Joseph, Mich., and went ashore during a gale Wednesday night, has broken in two in the center and the wreck is pound ing badly. The crew, consisting of about 25, and the few passengers Aboard were saved. The steamer grounded only about 850 feet from the pier ESTATE CONTROLS ItOAl). Important Decision Rendered In Case of Hast and West Alabama Railroad. Judge Dowdell, of the chancery court at Asheville, rendered a decree Saturday in the case of W. C. Brown ing and other bondholders of the East and West Alabama railroad against the estate of the late Eugene Kelly, of New York, declaring that $G25,000 of the receiver’s certificates bought by Kelly are prior to all other claims against the property. HEARST FAYS FINE •To Release His Yacht From Custody of Spanish Officials. A special of Friday from Havana says: The torpedo boat Cushing, with stores for the Maine, h«3 arrived at this port. Captain Heilborn, of the American yacht Buccaneer, acting under instruc tions from its owner, W. R. Hears.!, has paid under protest the fine of $500 imposed upon tho yacht for “breaking the naval department regulations.” He will file a claim for damages. RESCUED THE CREW. Steamer Burgundia Safely Lands Men from Norwegian Bark. The Fabre line steamer Burgundia arrived at New York Tuesday from Mediterranean ports, aud brought safely to port sixteen seamen who were secured in mid-ocean from their sinking craft. and They were Captain Larsen fifteen of the crew of the Norwegian bark N. 1>. Metcalf from Savannah to Hamburg. Captain Larsen says he sailed from Savannah December 10th with a cargo of naval stores.
