CHARGES AGAINST DOCTORS.

A Chattanooga special says: A gen
uine horror was discovered Monday at
Camp Thomas by Captain Hamuel H.
O’Connor, company A, Ninth New
York, and will he reported by him to
Governor Black. Captain O’Connor,
after some hesitation, told the follow
ing story:
"Private Nunns, who is a member
of a well-to-do New York family, had
been transferred from company A,
Ninth New York, to the Becond divis
ion, Third corps, hospital company.
He was taken sick over a week ago
and was sent to tho Becond division
hospital, where he died Saturday. No
report of his death was made to Cap
tain O’Connor, and on Monday he
went to the hospital to see bow the
man was getting along. ,He found
him in a tent adjoining a fever teuton
a cot, stark naked, his body had boen
opened and an autopsy performed.
The body was in a horrible state aud
bad lain there since Saturday.
Enraged and shocked at the horrible
sight, Captain O’Connor called on tho
physicians in charge and denounced
them in good round terms. Being ask
ed why the body wus not dressed, tho
doctors said the man had no clothes.
“Did ho come here naked?" asked
Captain O’Connor.
"No; but he had no clothes.”
When they heard that the attention
of Governor Black, of New York,
would he called to the matter, a suit
of clothes was instantly found, tho
body was sponged oft - and dressed and
fixed for the undertaker’s care.
The remains of this dead soldior lay
right against a tent full of sick inon.
The effnsivo odor of tho body was
something fearful.
Captain O’Connor has preferred
charges against Major Smith, Major
Raymond and Major Hubbard, doctors
in elinrgo at tho Second division,
Third corps, hospital, and the matter
will ho investigated, anil that, thor
oughly.
Captain O’Connor says ho has
served oiglff years in the British army
in south Africa, on the Nile and else
where, and ho never saw better man
aged hospitals than the Leiter and
Sternberg hospitals at Ohiekamauga.
"They are models,” said tho veteran,
“But," ho edded, “the division hos
pitals aro rotten—utterly rotten in
every way. I would never expect to see
a sick man of mine alive ngain if ho
were sent to one of those horrible
places.”
As for the camp, Captain O’Connor
says: “In all my years of soldiering I
was never camped iu so healthy and
pleasant a place as tlio Ninth New
York occupies in Chickamauga park.
It is model in every way. There is
nothing wrong about the camp, the
water or natural surroundings; but
carelessness nnd neglect have made a
bad condition in spots, while the di
vision hospitals are little better than
post houses, places of death and mis
ery. They are a disgrace to the army
and the country."

An order was issued at the navy de
partment Monday detaching Rear Ad
miral YV. S. Sold ay from command of
the second squadron of tho North
Atlantic fleet, and ordering him to
Porto Rico as a member of the evacu
ating commission, during which time
he is authorized to fly his flag on the
cruiser Now Orleans, which will re
main in thoso waters until the com
mission is ready to return to the
United (States.
Admiral Schley will bo accompanied
to Porto Rico by the following mem
bers of his start - now r attached to tho
cruiser Brooklyn at New York: Lieu
tenant J. P. Scars, Lieutenant B. YV.
YY'ells, Jr., and Ensign Edward Mc
Cauley, Jr. The order for Admiral
Schley to fly his flag on the New Or
leans is made in order to keep him
constructively on sea duty while serv
ing on the evacuation committee, thus
entitling him to the highest pay of his
rank, viz: $11,000 per annum.
It was for the same reason that the
navy department decided to keep Ad
miral YY’. 8. Sampson in nominal com
mand of the North Atlantic fleet,
while he is in Havana ns a member of
the Cuban evacuation committee. His
flag will he displayed on tho auxiliary
cruiser Resolute, which will take the
members of the commission to Havana.

ceived the following cablegram from
General Shaffer at Santiago:
“I have transferred all business re
lating to customs over to Major Gen
eral Lawton. There has been collect
ed with tho exception of n small
amount $102,093. Salaries of officers
and till expouses including street
cleaning, city' officials, police, etc.,
have been paid to date leaving over
$90,000 in the treasury.
• • Tho expenses of tho custom houses
have been out down from $40,000 per
annum to $28,000 aud that in time can
bo materially reduced.

John Meek, of this county, father of
George B. Mock, who was killed on
the torpedo host Winslow nt Cardena®
May 11 tli, has received a letter and a
check for $100. The letter goes to
show that young Meek was tho first
American born sailor killed in the
Cuban war.

Whilo going at (jnite a rapid rate
the tender of the engine pulling the
first of three sections of a train curry
ing the Sixty-ninth New York regi
ment from Fernaudino, Fla., to Hunts
ville, Ala., jumped the track at 5
o'clock Sunday afternoon, ten miles
above Birmingham, on tho Louisville
and Nashvillo railroad, and five cars,
well filled with troops, were piled
down un embankment and on tho side
of the tracks.
Two men were killed and about
twenty-five others injured. Colonel
Edward Duffy, commander of the reg
iment, was on tho train with his staff.
As soon as possible the wrecked
ears were broken into with axes and
the injured men and others were
assisted out. The two men killed
were: Feter Farley, company G, head
nearly severed from body; Frank
Glennon, nephew of Colonel Duffy,
quartermaster sergeant, company G.

A cable dispatch from St. Peters
burg, Russia, states that by order of
Emperor Nicholas, Count Muravieff,
the foreign minister, on the’24th of
August handed to tho foreign diplo
mats at St. Petersburg a note declar
ing that the maintenance of peace and
the reduction of the excessive arma
ments now crushing all nations is tho
ideal for which governments ought to
strive.
The czar considers the present mo
ment favorable for the inauguration
of a movement looking to this end and
invites the powers to take part in an
international conference as a means of
thus insuring real and lasting peace
and terminating the progressive in
crease of armament.
COTTON MILLS CLOSE.
Those At Fall Itlver Take a Temporary
Rest To Curtail Output.
The Merchants, Chase and Stafford
cotton mills, at Fall River, Mass.,
have shut down in order to curtail the
output for a time. The Merchants
corporation will remain closed until
September 12th. The others will bo
idle for a week and may shut down
again later in the season.
Sagamore mill No. 2 also ceasod op
erations for a week or more. The
Granite mills announce a shutdown
September 5th, and the Linen and
Seaconuel mills are expected to close
later. It is expected several other
plants will stop the same time as the
Granite mills do. The Stade and
Robinson mills have been on the cur
tailment list for some time.

General Cassias M. Clay, the dis
tinguished veteran of the Mexican and

with Dora Richardson Clay, several
years ago, is still fresh in the minds
of the people of Kentucky, has filed
suit against his “child wife” for abso
lute divorce. This step on the part of
General Clay came as a profound sur
prise to his friends.
The suit was not filed until General
Clay had deeded to his “child wife” a
comfortable home on the Nicholasville
pike, in one of the prettiest sections
of Kentucky.

Sickness at Fort Near Galveston Seems
Not to 15e Yellow Fever.
A dispatch from Galveston, Texas,
states that the artilleryman with a
suspicious case of fever at Fort Ajax
Point, two miles from the city, is con
vnleseent. The other three cases re
ported as suspicious by the marine
hospital service, the post surgeon
says, can scarcely be called suspicious.

A dispatch of Monday from Santiago
de Cuba states that a whole battalion
of the Fifth regulars, brought by tho
Knickerbocker from Tampa, has been
placed in the hospital vacated by the
Spaniards, yellow fever having ap
peared among thorn.
The Knickerbocker has been quar
antined. She touched at a small Cu
ban port on lior way from the United
States, and was not inspected at Tam
pa. Five cases of tho fever havo de
veloped.

For Mustoring Out Troops aud Providing
Furloughs For Others.
General orders relating to the mus
tering out of ill© volunteers aud the
granting of furloughs, were promul
gated Monday night by Adjutant
Corbin. To those officers and men
who have served beyond the limits of
the United States leaves of absence
and furloughs for sixty days will be
granted respectively, while those who
hare uot served outside of the country
the leaves of absonco and furloughs
will be limited to thirty days.
