regorded by some officials as confirm
ing the killing of Howard Gray or
Weews at Parral by Villa and the facts
regarding the execution by bandits of
Charles Fisher, another American, at
Santa Rcsalia, and several Chinese
and Syrians at Chihuahua City and
other towns have been sent by the
state department to the American rep
resentatives on the Mexican-American
joint commission, which will® meet
again at_hiladelphia next Monday.
Among reports received by the de
partment today and forwarded to the
commissioners was one from Guanajua
telling of the heavy death rate among
the poot. Others told of a serious ec
onomie ‘situation in many other parts
of Mexico. %
The views of the®irst Chief Carran
za regarding the ratification of the
protocol signed at Atlantic City by
the Mekican-American joint commis
sion, were submitted by Alberto J.
Pani, here today to l.ais Cabrera,
chairman of the Mexican commission,
and Mexican ambassador-designate
Arredondo. Mr. Pani arrived here yes
terday from Quaretaro, where he went
to place the agreement hefore Carran
za for ratification.

Andrew Benar Law Tells Commons
Of Empire’'s Expenditures to Carry
On World War.
London, Dee. 15.—Andrew Bonar
Law, chancellor of the exchequer, an
nounced in the house ¢f commons this
afternoon thet the daily average ex
penditure of Great Britain in the war
had arisen to 5,710,000 pounds ster
lings.
Br. Bonar Law said the actual ex
penditure had exceeded the estimate
owing to the increase in munitions and
additional loans to Great Britain’s al
lies and to her dominions. The chan
cellor said:
“iWinancially we cannot hope to go
on indefinitely on the present scale,
but we can go on long ‘“nough to make
sure that it will not be from financial
causes if we fail to secure victory.”

Leesburg, Ga., Dec. 15,—Annie Web
ster, a negro, suspected of being a la
bor agent, was given a hearing here
today before Judge J. M. Hines and
and bound over under $5OO bond. He
was arrested by Mr. J. B. Paul.
Several negro farm hands testified
at the hearing that Webster had ap
proached them and offered them
transportation to New Jersey. A
good many negroes have left this
county to go North and the officers
and farmers have been anxious to
catch the man or men, enticing the
negro laborers from Lee county.

VETERAN 103 YEARS OLD
ENTERS PLEA OF GUILTY
Punxutawney Pa., Dec. 15.—Proba
bly the oldest priscner ever arraigned
pefore any bar ¢f justice pleaded guil
ty to selling liquor here. He is George
Ambier, and was born in Russia 103
vears ago. Ambler served fifteen years
in the Russian army, fighting ali
through the Crimean war. He came
to this country when he was 70. Stilla
powerful man he worked in the mines
at Tiderton for ten years, until he was
cavght in a cavein. His back was
broken but his wonderful constitution
pulled him through and he finally be
came able to get around. For many
yvears he has practically ben a pub
lic charge, but when Jegerson county
went dry, he came intc a new source
of livelihood. His arrest for seiling
liquor followed. Judge Corbet commit
ted the aged prisoner to the county
home.
The destruction of grasshopped eggs
by fall plowing disking and harrow
ing is recommended when praticable.

CAN COMPETE ON SAME TERMS.
Norfclk, Va.,, Dec. 15.—Predicting
that the * American manufacturer
would be able to compete on equal
terms with European manufacturers
in the foreign field after the war, An
drew J. Peters, assistant secretary of
the treasury, spoke today before the
Scuthern Commercial Congress. “Our
foreign trade has reached heights
hitherto undreamed of,” he said. “To
held it is the paramount idea of the
hour.” g X
The cost of production in Europe by
reason of war taxes would be much
higher than in the past, he said, off
setting the advantage in the nature
of commercial agreements, gigantic
ccmbinations and governmental as
sistance, which European manufac
turers would have.

his competitors by the attitude of the
United States government, which was
