He Expresses His Opinions Gracefully. Chicago. April 18.— Major General Shafter passed through today en route to his brother’s home in Syracuse, 111. He was much improved in health. Dis cussing the Philippine war he said: "If General Lawton states that one hundred thousand are needed m the Philippines in order to eL fectuaily end hostilltiesand bring the natives to terms, I should say ‘that undoubtedly an urmy of such proportions is required. We of the army have supreme confi dence in General Hawton's judg meat, and it is his practice to under estimate rather than to exaggerate when passing upon existing conditions.
