Chicago. April 18.— Major
General Shafter passed through
today en route to his brother’s
home in Syracuse, 111. He was
much improved in health. Dis
cussing the Philippine war he
said:
"If General Lawton states that
one hundred thousand are needed
m the Philippines in order to eL
fectuaily end hostilltiesand bring
the natives to terms, I should say
‘that undoubtedly an urmy of
such proportions is required. We
of the army have supreme confi
dence in General Hawton's judg
meat, and it is his practice to
under estimate rather than to
exaggerate when passing upon
existing conditions.
"I don't know Otis—never saw
hitn,” the general auded. "I
think Lawton bad a right to
criticise the tactics of the com
manding general if he believed
them unwise.
“The Filipino is a suspicious
fellow, just like the Cuban. He
can't see the good intentions of
this government, and he r.evar
will.until we subjugate him with
powder and ball. I have said
before that it may be necessary
to kill half the population of the
island in order that, the rema ; n»
ing half may be lifted from their
semi barbarity to the civilization
we are ready to give them.
“And let me tell." General
Shafter concluded impressively,
"that I don’t believe our trou
bles in Cuba are over by any
means."
