And hot only the tracks of Johnson and Seward, nut of the sycophantic and craving crowds wh , who are cr wling along w ith them. [Ap plause] My State is well represented upon this occasion, and in jhis expedition, there being nut less than fifteen Tenne see dele gates now in this c. ty. If I, however, were 1 well, and, it I were able to make a speech, I ! should decline doing so. [Shouts of “ go on,” mid ‘’louder, louder.”] Here is an election erring expedition [laughter and applause,] and, as the Governor of the great reconstruct ed State of Tennessee, 1 must maintain the dignity of the office, [llenewed laughter j and applause ] It does not, therfore be- i come uie to dabble in polities. It will do for an accidental President, one who has I <iil aside his robes of office and dignity, one who is quarrelling with tliecommon mass es of Cleveland, charging at St. Louis the New Orleans butchery upon the guliant and loyal Congress, and invoking the mob to hang fluid Stephens and Wen del Philips, better men than he ever was himself. [ Ap plause. j I have been engaged in Tennessee, for the last eighteen months, in battling in a good i.nd glorious cause. For tnirty years prior to that 1 have been fighting the world, the flesh, and the devil, but, latterly, I have been liighiing the devils, Jcffersoi: Davisand An dy Johnson. [Cheers and laughter ] In Tennessee, two years ago, we called a St ste convention. During the rebellion, hov - ever, when we bad capttir. and and were bold ing Na liviile, and when gallant oi l liuru sideof Rhode Island—[ehcur-[ —had crossed over the Kentucky mountains into Tennessee, and held Eastern Tennessee, which consti tutes nearly all the loyally in the State, we called a Convention under the auspices of one, called “ .Military Governor Johnson.” Five hundred uud twenty-four Delegates were present, good, true, loyal, tried, and talent -d men, representing every eouuty in the State hut one. i hey amended the Con stitution, and did not wait for Congress or any portion of the world, or the res; of man kind to call upon them to do—if they amen ded the Constitution so as to abolish negro slavery forever. (Cheers ) Having done that, our legislature convened and enaeled a ltw, giving the no o ro Ins testimony in court, allow ng him to sue and be sued, and giving him ins lights belore the laws and courts of the country. The same legislature enacted a law called a *• Fiancliise law.” We had 40,00tJ loyal votes in Tennessee, and we had 80,000 rebel votes; i-tid we disfranchis ed the 80,000 rebel voles. (Loud applause.) We are now holding them back from the ballot-box. (Cliecia.) And we intend, God willing, to keep them away from the ballot box. (Cheers.) [Applause ] Gere is the sec ond State in the Pnion to do that job—to ratify the constitutional amendment. Our Legislature has never seen the day at any time since it was first convened, that a reso lution could be passed through either house endorsing Andrew Johnson, or ‘his fully, but our Legislature stands square to the j Loyal Radical Congress of the United States. [Thundering cheers.] They ought to stand by Congress. [Shouts of “Yes, yes,” and ‘no.’] The ayes have it. [Loud laughter 'nid applause.] A voice: A one but Coppc r heads stand upon the other side. [Cheer?/ and cries of “ How about Maine.”] We will come to Maine after a while.— j Maine knows how to take care of herself, j I oe most patriotic, talented, brave, and gaU ! lant body of men that ever convened in America is the Congress of the United Btatcs, and the next best is the Tennessee Legislature. [Applause.] When we meet next winter, we shall have <lone everything tor the negr* that could be done but to en franchise him, and we can do that without ' any trouble or help from outside. [“ Good, good.” | I ffiid hero at the North that you do not need and many do not want negro suffrage. \Vc are not so. We want the loyal negro to vote, and disloyal traitors and rebels nut to vote. I w ould sooner have the vote, were 1 a candidate for office to-morrow, <■! a loyal negro, than a mean, pitiful, disloy al white man. (*• Good, good,” and ap plause.) I would sooner associate with a loyal negro than a disloyal vihitc man.— (Laughter and cheers.) Gut lam sorry to •'■■'y to you, gentlemen, tha' you do not fully and thoroughly understand the tone and temper of the people at the South. (Loud shouts, and a voice “ We’re ready'”) A voice—Yes we will do it. Hear, hear, hear. .Air. ISrownlow—And may the Lord hear and answer your prayer. [ Loud laughter and applause.] The second great divi-on should come armed and equipped with torch es and turpentine to do the burning. ] Aye, aye ] And the third and last great divisi on, winding it up, shall come with square, compass and chain, and lay oil the lands into small parcels, and sell them out to de fray the expences of the war to men who will respect the old flag.
