The Spring term of the Court having faithfully discharged their duty, we think it tt'ineeessasy to examine the public record*. We find the public roads generally in good repair tor the Merited force employed, but recommend that ho neglected roads be put in good ot der immediately. While we rejoice at the restoration of civil rights, and while we profess to be law loving and law-abiding people, we do feel *hat the number 01 - Administrators of Jus tice are superfluous. in other words, we feel that we are burdened with courts; and while the people are calling and seeking Tor telle? by repudiation and otherwise, we feel that we cannot discharge the duty which We bWe te ourselves and to the country without rCcpni tit Ending our npjt General Assembly to tepcnl the act establishing County Courts, as We do consider them unnecessarily bur densome to the people; they failing to ac complijsh the good for which they were in tended. , , ~. , i . We also deora the tax imposed upon our fellow citizen's to keep up and maintain a chain gang to be unhecessr.ry, as f ')) r COUnt J cannot be materially bencfltted by their work merely upon the streets in and around our county site, and we yecommehd thb proper authorities, that if said gan£ cannot be over looked with a reduced salary, ami; placed to labor upon the public county buildings, that ♦hey be sent to his Excellency, the Governor, lo be placed upon public wtrrks, ,that .th# State may realize some real advantage front their labor. ~ , In looking to the present and past condi tion of the people, together with their fu ture nrospeots, we ascertain that a large por tion of cur citizens are in debt; and from the great difference in the taxable property the present year, compared to that of 1860, from the deficit in the present crops, and from the embarrassed condition of financial matters, it will be impossible for our citizens to meet their obligations. We therefore recommend the creditor to be lenient and humape, that uoue may feel the hand of op jlressibfi. YVe would not fofget a large class of the inhabitants of the county —to wit, tbe Freed men. We sympathize lor this unfortunate elass, they being our inferiors, anil f ditto* to a very great eXteDt ,tftidslr tmK care and protcctior. We beg leave to hope, and re commend that all good citizens'to* bear tnis m mind, and exercise a spirit of generosity towards them.
