Locusts are regularly shipped from
Algeria to London, where they are
worked up by manufacturers of guano.
This information is of unusual interest
now, says an exchange, owing to the
report of a purchaser for the English
market* of Argentine locusts, which
may compete with the African article.
In this connection a report of the
British consul general in Algiers >*s of
importance Algeria had two flights
of locusts last year. That the visita
tions in that country are of magnitude
is shown when it is stated that the
area over which the eggs were laid last
year was 424,500 acres, while 270,120
bushels of voting locusts were destroy
ed, and these are said to be below the
real figures. The barriers or lines of
defense, made by the “Cyprus appa
ratus," or of sine, extended over 322
while 27,113 ditches were dug at
the font of these tb catch the young
locusts The damsge for the year is
estimated at about $250,000.

nance tor 1898.
Bo it enacted by the Mayor and Council
of the City of Griffin, Ga., nnd it is hereby
ordained by authority oi the Same :
i That on the first day of January, 1898,
all persons, firms, corporations doing bus
iness of any description in the city of
i Griffin shall register their name and kind
of business engaged in with the Clerk and
Treasurer; at the same time, if in the mer-
' cantilo business, subscribing to the follow.
Ing oath: Ido solemnly swear that the
average stock of goods kept by me (or my
firm) does not exceed SI,OOO or $2,500 or
other amounts as the case may be.
1 And each person, firm dr corporation
, shall procure from tl.e Clerk and Treasu
rer a license, for which he, she or they
shall pay as hereinafter specified:
Section 1. Any person, firm or corpora
tion carrying on a mercantile business
1 either in groceries, dry goods, boots and
shoes, hats, millinery, notions, hardware,
' saddles, tinware, harness, or other goods,
does not exceed SI,OOO shall pay a license
of $lO per annum.
| Sec. 2. Any person, firm or corporation
whose stock exceeds SI,OOO and does not
' exceed $2,500 shall pay a license of S2O
- per annum.
> Sec. 8. Any person, firm or corporation
, whose stock exceeds $2,500 and does not
’ exceed $5,000 shall pay a license of S3O
■ per annum.
> Sec. 4. Any person, firm or corporation
, whoae stock exceeds $5,000 and does not
exceed SIO,OOO shall pay a license of SSO

e and every dealer in picture frames, except
where same is carried in stock as mercban-
• dise, shall pay a license of $lO.
3 Sec. 16. Be it further enacted that each

of $lO be imposed on each and every agent
or street buyer of cotton seed for out. ol
town mills for which seed is bought other
than the Griffin Oil Mills, which pays its
special tax as such.
Sec. 21. Be it farther enabled that each
and every guano factory ehall pay a li
cense of S4O.
Sec. 22. Be it, farther enacted that each

Sec. 20. Be it further enacted that the
proprietor of each and every restwant
shall pay a license of S2O.
Sec. 80. Be it farther enacted that ths
proprietor of each and every hotel shall
pay a license of S2O. '
Sec. 31. Be it farther enacted that a li
cense of $lO be and is hereby imposed on
each and every pool and billiard table run
in the city, provided that all billiard and
pool rooms are required to close at 12 g.
m., and that all screens be removed.
Sec 82. Be it farther enacted that a li
cense be and is hereby Imposed op each
and every ten pin alley, any number of
pins.
Sec. 83. Be it farther enacted that each
and every huckster shall pay a license of
S2O.
■ Sec. 84, Be it further enacted that a li
cense of $25 fife and is hereby imposed on
each and every butcher, or persons offer
ing fresh meats in the city of Griffin, and
that no person shall keep but one shop or
run but one wagon under the same license
providing that this section does not apply
to persons who may butcher or offer for
sale fresh meat di their own production.
Provided that no non-resident person or
persons shall be permitted to offer fresh
meats of any description whether of their
own production or otherwise before 9 a.
m. This license to be paid in fall annual-
- ly in advance. -
Sec. 35. Be it further enacted that the
proprietors or lessees oi each and every
warehouse in the City shall pay a license
of $25. '
Sec. 36. Be it farther enacted that each
and every auctioneer shall pay a license
of $25.
See. 37. Be it farther enacted that each
and every guano dealer selling to con
sumers shall pay a license of $25.
Sec. 38. Be it further enacted that each

license of $25.
Sec. 39. Be it further enacted that each
and every insurance company, life, fire or

Sec.* 67. Be it farther enacted, that any
person or persons violating any section or
nrovisioff of this annual license for'tne
vear 1898, upon convic’.lon shall be fine
not more than SSO for each and every-day
so offending or be nnpris -ned not more
than sixty days.
Bec. 68. Be it farther enacted, that upon
the failure of any person or Persons to
comply with any seetjon of the
ordinances or who sbsll viola e tne same

trade therein provided, for which a license
is required, it ri-• I the duty of the
Clerk and Treason r of Council to issue an
execution against .u h person or persons
so violating for double the amount due for
such license and cause the eaip-e to be
levied on any property of such person or
persons to be found in the city or else
where.
Sec. 69. Beit farther enacted, that the .
Mayftr be and |s hereby clothed with power
and authority to impose such taxes as he
may deem just and equitable upon all ■
local" and itinerant traders, dealers and ,
agents not specially mentioned in this ;
ordinace, including all theatrical, minstrel
or other companies. No license to be
granted under this section for less than $1
per day,
Sec. 70. Beit farther enacted, that any
persons, firms or corporations doing busi
ness of any description or character in
said city, who are required to register and
pay a license therefor, who shall fail to
register such business by the 10th of Janu
ary, 1898, and procure license for same,
shall have executions issued against them
by the Clerk and Treasurer of Couficll,
which shall be levied and collected by
Chief of Police as other tex executions;
notice to be given in newspaper and; ijy
personal service before issuing execution.
Sec. 71. Any person whose duty it shall
be to register their business and shall Jail
to do so, may be arrested and brought be
fore the judge of the Criminal court and
on conviction fined a sum not exceeding
SIOO and costs, or be imprisoned not ex
ceeding thirty days, one, or both, m the
discretion of the court.
Sto. 72. Be it further enacted, that all
licenses granted under the foregoing sec
tions, except those otherwise provided for,
of sls and under per annum, shall be pay
able annually in advance; and all licenses
of over sls shall be payable semi-annually
in advance, and shall be due and payable
on the first day of January and the first
i day of July.
Sec. 73. Be it farther enacted, that it
. shall be the special duty of the Chief of
s Police and Policemen to see to the enforce
ment of this ordinance and report all vio
, lation to Clerk and Treasurer, and for a
violation of this duty they shall be fined
or removed from office.
, Sec. 74. Be it further enacted, that all
l ordinances, or parts of ordinances, con
flicting with these ordinances be and the
t same are hereby repealed. »
