It is reported tbarmany Spaniards are preparing to, secure letters of maurque and reprisal from tbe Madrid government, io the event of war. A number of Spanish privateer* might be expected upon tbe high eeaa witbin a abort lime after a declaration of war. No movement of the kind is apparent in this country. In all probability American privateers would be very few and far between. We should not be lacking in craft to harrasa tbe ene my’s merchant marine, however. That would be the especial province of improvised eratoers, like tbe Kansas City, tbe New York, and others of their chases They are fast crafts, and could overhaul any Spanish merchant man, or ran away from any Spanish man-of-war.
