WAR RESOLUTION PASSED BY
THE HOUSE.
Flying Squatm Salls Under
Sealed Orders-The Crisis
Rapidly Approaching.
Washington, April 13—This has
been almost, if not quite, as exciting
a dayas was the 13lh of April thirty
three years age, when Lee surrendered
at Appomattox.
That day marked the of a
terrible civil strife—today, it can al
most "be said, ushers us Into a conflict
with a foreign foe, and . with what re
sult ouly an omniscient being can
foretell. /
All the resolutions introduced are
practically declarations of war. The
resolutions of both committees were
framed as such, and congiess today
stands on the brink of war.
There is but one opinion in Wash
ington today, and that is that war ie
inevitable.
The house this afternoon at 5:3Q
o’clock passed tbe following resolution
by a vote of 324 to 20:
“Whereas, the government of Spain, for
three years past, has been waging war on
the island of Cuba against a revolution by
the inhabitants thereof without making
any substantial progress towards the sup
pression of said revolution, and has con
ducted tbe warfare in a manner contrary
to the laws of nations by methods inhu
man and uncivilized, causing the death by
starvation of more than two hundred thou
sand innocent non-combatants, the victims
being for the most part helpless women
and children, inflicting intolerable injury
to the commercial interests of the United
States, involving the destruction of the
lives and property of many of our citizens,
entailing the expenditure of millions of
money in patrolling our coast and policing
the high seas in order to maintain our
neutrality; and
“Whereas, this long series of losses, in
juries and burdens for which Spain is re
sponsible has culminated in the destruc
tion of the United States battleship Maine
in the harbor of Havana and in the death
of 260 of our seamen,
“Resolved, etc., That the president is
hereby authorized and directed to inter
vene at once to stop the war in Cuba to
the end and with the purpose of securing
permanent peace and order there, and es
tablishing by the free action of the people
there of a stable and independent govern -
tnent of their own in the island of Cuba;
and the president is hereby authorized and
empowered to use the land and naval
forces of the United States to execute the
purpose of this resolution.”
Tbe senate resolutions will be voted
on tomorrow and will bs tbe same as
that passed by the bouse, except in
its verbage.
Tbe city is one seething mass of ex
cited humanity, and all hope for a
peaceful settlement of the complica
tions baa been abandoned.
All realize that war wiil bs declared
before tbe church bells of next Sab
bath shall ring out the tidings of

FLYING SQUADRON SAILS.
Washington, April 13.—Tbe fly
ing squadron has been ordered to
leave Hampton Roads this afternoon
to intercept tbe Spanish warships and
torpedo flotilla now on their way to
American waters.
The orders are to intercept, to de*
etroy if they do not surrender.
The statement that tbe flying
squadron, under Commander Schley,
would sail from Hampton Roads was
-officially confirmed at tbe navy de
partment. However, Secretary Long
said that he could not state the squad
ron’s mission It is was subsequently
stated by navy officials that the squad*
ron would make a practice cruise.
I It is known that the squadron sails
under sealed orders, and that it ie a
war demonstration there is no ques
tion.
Tbe statement-in the outset that
■ tbe squadron goes to intercept the
Spanish flotilla is made excellent
authority. \
GENERAL LEE SAYS
The Batteship Maine Was Destroyed
by Spanish Officials-
Washington, April 12—Consul
General Lee told the senate committee
on foreign affairs this afternoon in a
very few words that the Maine was
blown up by Spanish officials.
Since General Lee’s home coming
was prdered it has been openly assert
ed that be would throw valuable light
upon the destruction of tbe Maine.

General Lee bad not been in Wash
ington long when be was nshered into
the committee room. He was given a
hearty, genuine reception by tbe mem
bers and answered many questions. He
talked freely with the committee in re
gard to tbe conditions in Cuba, and es
pecially with reference to the destruc
tion of the Maine.He was very pointed
in his statement that the destruction
of tbe vessel was due to Spanish agen
cies. «'
“Dj you mean the Spanish officials
in Cuba?*’ he was asked by a member
of the committee.
"I mean the Spanish officials,” be
replied, “but not General Blanco. I
think some of tbe officials were cogni
zant of tbe plans to destroy tbe vessel,
but I do not believe the captain gener
al was.”
General Lee said he bad no knowl
edge of the reports that a mine had
been discovered by a diver under tbe
Montgomery, while that vessel lay in
tbe harbor of Havana.
Tbe reception tendered General Lee
upon bis arrival today, and wherever
he appeared in public, was vastly
more enthusiastic than tbe president
could get in any city in America.
Tonight he was serenaded by tbe
Confederate veterans and the Union
Veterans’ Legion, and there was such
a turnout of people as even Washing
ton seldom sees.- Bands played
"Yankee Doodle” and “Dixie ” Tbere
were th nisands of people crowded in
the streets about the Shoreham, where
tbe General is stopping,and tbe line of
march taken by the old soldiers going
to welcome the son of the Sod of the
South, who has become the hero of
tbe hour, was made brilliant by tbe
blaze of red lights and fireworks

City Court.
Judge E. W. Beck held a short ses
sion of tbe City court yesterday morn
ing, and tried several cases of minor
importance.
Gray Britt, tbe youth who figured
so conspicuously in the robbery of Mr.
H. C. Burr’s home some time since,
was sent to jail for three months for
stealing a ride on tbe Central train.
Sid Madison, a notoriously mead
negro, was sent to tbe gang for four
months, upon being convicted of lar
ceny from the bouse.
Flem Buster, who stole 100 pounds
of meat from George Evans several
days ago, plead guilty when bis case
was called, and was ordered to work
on the county roads for ten months.

B Yesterday afternoon the Candler
county committee met, at the office of
Col T. R. Mills and held a moat en
thusiastic meeting.
t As is usual at such times a moat
b representative class was present, and
t only men of known stability were
placed on any of the committees.
The meeting was harmonious, and
as a fact farmers, merchants, lawyers,
doctors and other professional men
agreed that Candler was the coming
nominee. These people represented
every class and are properly assigned
. to the executive boards.

Col. Candler will be asked to come
here at an early date, when he will be
given an ovation in which tinsel will
take no part, but earnestness will pre
vail.
Atlanta Presbytery.
The Atlanta Presbytery will meet
in tbe Presbyterian church this eve
ning at 7:30. The opening sermon
will be preached by Rev. Theron H.
Rice, pastor of tbe Central church of
Atlanta, after which an organization
• will be effected by tbe election of a
new Moderator.

arrangements that as" many of those
who have kindly undertaken to enter
tain the Presbytery as can, will be at
the trains this afternoon to possess
' themselves of those who have been
assigned to them However, in tbe
event they sbpuld not be at tbe train,
let it be understood that each delegate
will be sent to the home assigned him,
unless other arrangement is made. It
is probable that a number of delegates
will not arrive until to-morrow morn-

The Rev. T. S. Brown, the pastor of the
Lutheran church of this city, is running
opposition to Bishop Lyman on inaomnia
f cures. Mr. Brown yesterday told a Chron
