A bill has been introduced into the Michigan Legislator# designed to pro* tecl those ciliseoa of that state who niay enlist for service against Spain and be called away from homo. The bill provides that the property of snob cilisens shall bo exempt from levy of ary betaro for debts contracted be* fore leaving the state. The exemption io to continue for six months after the does of the war. There is now pend* ing io the legislature a bill to appro* priate *1,000,000 to put the stale on a war footing. Bonds are to be issued for that amount, and they are to be exempt from taxation. Since the surgeon general of the navy announced the other day that be would not take female nurses on tbs hospital ships of the navy, even In the event of war, a number of women in New York have taken etepa towards providing themselves with a hospital ship of their own. They have written to Washington to know if they would be permitted to follow tbe navyjwiib a hospital ship provided and manned at their own expense, and tu nurse tbe sick and wounded sailors, in case of hostilities. A reply has not yet been sent to them. It is a little difficult to see how the women could be deoid the privilege they ask, though their patriotic enterprise would take unique shape. Tbe efforts of the New York ne «* papere to get the two ex Presidents to talk with regard to the policy ol Presi dent McKinley in tbe Cuban matter have not been crowned with success. When Gen. Harrison was asked for an expression of opinion he replied : “I do not care to talk about the mat* ter When a pilot has to steer a ahip through the rapids it does more barm than good for persons to begin yelling at him and telling him how to steer ” Mr. Cleveland declined to make any statement, saying that be thought the administration knew what it was about, and that outsiders should keep out of tbe discussion. These expies aiona are based on such good common sense that they should commend themselves to the most distinguished* consideration of the public. Tbe Army and Navy Journal, which is usually conservative io its utter* ances, is considerably angered by what it oooceivee to be an unfair advantage taken of the government by persons who base vessels to sell. “These are happy days,” it says, "lor yachtsmen who know bow difficult it is to get, when they want to sell, over a half or a third of what a vessel cost them. Uncle dam is in a hurry, and has fifty millions burning in bis pocket, so be ie willing to pay an advance on coot. To receive $300,000 for a vessel that oust *160,000 and could not be sold to private owner for more than $76,000, makes a ship' owner realise that thio is indeed the greatest and best govern* moot the sun ever shone on.” It is behoved tbe vessel the Army and Navy Journal had in mind was tbe May flower, purchased from Ogden Goelet. Tbe purchasing board, however, affirms that it secured that particular vessel for $45,000 Ism than it cost to build Notice to Tax Payer*. All city tax fi fas have been placed in my bands for collection, and levies will be made at once unless settlement is promptly made. E J. IM>», Chief Police. Annihilates Darkness.
