J. If the power* of Hi* Old World were to ntrike up a “coocbct of Europe" in the expectation that Uncle Sam would dance to the muaic, it would not take them a great while to discover that the old gentleman is not a tender loot. That sort of thing may do well enough for the Greek and the Turk, but it would not do at all for tbo American. Whatever resolutions may be agreed upon and passed by both branches of Congreve most go to the President for. approval or disapproval He will have ten days to consider them if be whhee time. If he signs them they will take effect at once. Should be veto them they must to become effective be passed by a two'tbirds vote in each bouse —New York Herald. Should tbe proposition, now receiv ing the attention ot tbd ways and means committee, tn place war tax of 3 cents a pound on tea, become a law, It would at once be brooght home to tbe people who it is that will bo called upon to psy tbe coot of a war with Spain. The proposition contemplates the taxing of stocks now on band, as well as stocks to be imported, hence tbe burden would be immediately felt. Ac an incident to the proposed tax, it is said that the tax would be of great benefit to the sugar trust io its fight with tbe Arbucklos, since tbo former are “short" on coffee while tbe latter are “long” on it. A circus man has offered tbe Secre tary of War a heard of twenty-five el ephants for war purposes. Tbe ani mals, it is claimed, are all veterans of wars, having been employed iu fight ingln thsTunjab and elsewhere. Il is not thought probable that the gov ernment will put an elephant brigade in the field; at tbe same time it is not to be lost sight of that elephants have been used as war steeds from time ina* memorial, and that Great Britain now employs them in her far eastern cam paigns.' Should the United Stales de termine to invade Cuba, and elephant troop, the animals carrying rapid fire guns on their backs, might be found very effective. A bill has been introduced in tbe bouse to authorise tbe president to call for volunteers for tbe army up to tbo limit of 400,000 mon. The bill is said to be similar to the one passed in 1861, when Piosident Lincoln was au thorised to enlist men in his discretion not to exceed 600,000 men. Tbe ser vices of the volunteers, under the terms of the bills, is to be for such lime as the president may direct, not exceed ing three years and not less than six months. It will be necessary for the president to issue his proclamation from time to time atalraftiie number of volunteers wanted, and for what branch of tbe service they are desired. Tbe general and staff officers are to be appointed by tbe president, and the volunteers are to be under the rules and regulations of the army. With tbe passage of ibis bill, it is aaid, it would bo unnecessary for the president to call congress together io extra ses sion in order to provide men if they should be needed.
