Tbe navy department will call at once upon shipbuilders to prepare to build tbo three battleships authorised by tbe present session of congress,with a limit of cost, excluding armor and armament, of $3,000,000 each. Tbe board of construction has de cided that tbo three new ships shall be almost identical with the Illinois, the Wisconsin and Alabama, now build ing Newport News, San Fran cisco and. Philadelphia respictively, and in all probability the new vessels will be built at those places, the Cramps, tbo Scotts and the Newport companies possessing tbo patterns which will enable them to do the-work more oxpediously and at less < xpense than other establishments. The state'depanment has mailed to General Merritt his exhaustive instruc tions for the government of the Phil ippines. These embody not only full details for the control of the military and naval forces in establishing United States sovereignty over tbe Philippine group, which were prepared by the War and navy departments for incor poration in tbo instructions, but are understood to invest the commanding general with greater discretionary powers than has ever up to this time been granted to an agent of this gov ernmeut. Except in his relations with foreign Powers growing pet of poesible compli cations in the east, which are to be referred to Washington for negotia tion, General Merritt’s control of af fairs will be practically supreme. Tbe instructions throughout bear every ev idence that the United States intends to preserve permanent control of the '•lands. In this connection it is understood today that arrangements are already to lay a cable from San Francisco byway -of Hawaii directly to Manila and the work will be under taken as military necessity tbo mo ment authority for tbo expenditure be secured from congress. NOW NEGOTIATING ALLIANCE- Washington Correspondent of London Telegraph Bends the Story. Washington, May 30— Tbo Wash ington correspondent of the London Daily Telegraph, telegraphing Sun day, says: “I have just learned from a high authority in tbe state department that important preliminary steps toward an Anglo American alliance have already been taken. How far these negotia tions, if they can yet be called that, have proceeded, it is not easy (0 ascer tain, for naturally strict secrecy is maintained, but my information is that the preWmicary suggestions have been made and that tbe subject of such an alliance is practically before tbe two governments in some shape. ■ . "Tbe recent visits paid by Sir Julian Pauncefoie to the state department have not, it seems, bad reference to the Canadian negotiations. Accord ing to my authority tbo features of tbe proposed alliance now being consider ed are these: “‘Great Britain.is to recognize tbe Monroe doctrine, to attempt no ins crease of her territorial possessions in tbe western bemisphere.and to indorse tbe American construction of tb|t doctrine. “ ‘The United States io to build tbo Nicaraguan canal and Great Britain io to have use of it in time of war. “ ‘The United States is to have all the territory taken from Spain in tbo present war, and Great Britain is to protect the United StJtes for the pos sessions, if this should be threatened. " ‘The United States is to stand by Great Britain in hwr policv in China and tbe east and all the British ports in the eastern to be opened to the United States under the moot favored nation clause. “ ‘The main features of an arbitra tion treaty are to be incorporated. It baa been prodded that all matters in dispute, not involving the Monroe doctrine or tbe Nicaragua canal, are to be submitted to a non partisan com mission. Tbe existing understanding bearing on tbo relations between the two governments on tbe groat lakes is to be abrogated and the-United States are to be given tbe use of tbe canal in case of war.’ "Tbe alliance is to bo offensive and defensive. It proceedrbn lines sdeh as the foregoing. Fire Last Night- About 9:30 o’clock last night tbe alarm of fire was sounded throughout tbe city. It was with much regret when it was learned that Harry Jobn aon’a new two story home northeast of the city was the burning dwelling. Tbe occupants were all asledp when the fire was discovered and it was so far advanced nothing could be saved but a few articles of clothing. Mr. Coran who was living in the home with Mr. and Mrs. Johnson lost everything. Mrs. Coran was sick and her husband and son got her safely out of the burning structure and re turned to save their clothing but was unable to do so by tbe flames which bad enveloped tbe room. An insurance of SBOO on tbe house and furniture leaves a loss of about SI,OOO on Mr. Johnson and Mr. Coran. Tbe Call will join with tbe citizens in their sympathy to the losing parties Beats the Klondike. Mr. A. C. News Throughout Camps- A Lan early hour yesterday morning the First regiment at Camp Nortben were called to order to take a second ma&h. This time the men were drilled out beyond the poor farm and back—a trip of about seven miles. It was however, ocoompliebed with no difficulty and the men evidently enjoyed tbe trip as all were in the best of humor. One short halt was made for rest. Early in the army sur* geon reported to Col. Lawton tbe na» ture of tbe water being used by the camps and condemned it as unhealthy. Col. Lawton immediately issued an order requiring all water used for drinking purposes to bo boiled before used. For the first time the three battalv ions were on tbe parade grounds yw terdsy and with one exception were commanded by their respective majors. Owing to tbe illness of Lieut. Col. J. T. Brooks, Col. Lawton' commanded the first battalion. Tbe band is doing pice and is now playing for retreat in the afternoon and will this morning play at guard mount. Company detail for guard duty went into effect yesterday morning. Co. A, served yesterday, and Co. B, is to do its duty today. There is some delay io transporta* tion and tbe uniforms have not yet arrived. They are expected on every freight and will be issued ont as coon as possible. Tbe men seem to become more re conciled to camp life every day. Few complaints are beard from any source now and tbe fellow who cannot take a joke is snubbed by bis comrades. - - About twenty of tbe Metron ' Lodge of Elko came op Sunday and spent the day with tbo soldier members of the order at Camp Nortben. Io the morning a social session was bold in one of the meso balls and each Elk io camp was given a traveling card and a box containing medicines and other necessaries for a campaign. Capt. Tbe statement consists of. tables showing tbe population and commerce of the countiies adjacent to the Phil ippines and tbe share that tbe United States and other nations have had in that commerce for a series of yeais, and is accompanied by a map showing the steamship routes and distanees from our various ports to tbe Philip* pines, and the distances from that point to tbe ports oljhe adjacent coun tries. The fact that tbe countries now in easy reach of tbe Philippines contain a population of 850,000,000; that their purchases from other parts of tbe world amount to over a billion dollars every year and their exports to a like sum, and that tbe large portion of these purchases comprise the classes of goods produced in tbe United States, add greatly to the interest in this subject.
