Wednesday *t dtybrtak, and
by noon the fleet had been arranged

The transports moved to Ijd
b«»d« playing martial airs and amid
theeheuteof 28,000 eoldters. Two
hours out the Helena! |ha> had gone
in shore for the final orders pad with

in a few intantea the ships had been
signalled that the expedition bad been
delayed. It was then that it wae
learned that Spanish warships ware in
waiting and the determination was
reached net to, proceed without a
heavier convoy.
The desirability of forming this fleet
wae suggested by the information,
coming through Spanish official chan*
nets, that Spanish ships left Barcelona
some days ago, bound for Cuban wa
ters. This information came to the'
state department It was to the effect
that the ships included three Spanish
warships and one traosyort, and the
information was regarded ae (met
worthy.
The powerful fleet of convoys ae*
•enabled today sod consists of sixteen
vessels, besides the 30 or 40 transport
ships, making a remarkable flotilla of
transports and naval convoys
The war department is especially
annoyed al the delay because the army
is not only anxious to get to Cuba
and assist Admiraf Sampson he his aU
tempt to capture Santiago, but it fears
bad results from being obliged to keep
so many troops in tropical seas during
this weather.
From indications today, it will be
at least Sunday night or Monday be
fore the lowa and the other battle
ships from Admiral Sampson's fleet
off Santiago can reach Key West. Al
though dispatches wore sent to him
last night, they will have to await the
dispatch boats to take them to him.
It will take a couple of days for the
vessels to steam back to Key West and
for the transports and the convoys to
get ready to start..

Every Fight Reduces Enemy’s Am

All the dispatches from Weatlndiso
points giving accounts of the opera
tions at Santiago have been read with
ioteiest at the navy and war depart
ments, says the Washington corres
pondent of ths New York Times.
Army officers who hope to hsve the
opportunity to win some credit for the
army st Santiago are somewhat dis
quieted by the reports of activity by
the fleet before the arrival of the land
forces to co operate with i;.
With three or four days of such
pounding as is.reported to have taken
place, the batteries and garrisons ol
Santiago will be powerless to resist an
attempt to occupy their defenses.
It is plain |bat tbs admioistratidn
is carrying out • plan to induoa the
Spaniards to use ammunition every
time it can be expended. If the Sans
tiago forts have responded to the
shower of shot and shell poured into
them by Admiral Sampson, they have
so much less ammunition to use later
on.
The supply for Admiral Sam peon
will be ceasnlese. Every ship that
goes to his fleet with supplies will
Carry projectiles, and there will oe no
danger that be will run short.
It is pointed out st the navy depart,
ment that Admiral Cervera and the
defenders of Santiago cannot respond,
without exposing themselves to the
danger of running out at the time
they will most need an abundant sup
ply.
Some anxiety is felt here for .the,
security of Lieut. Hobsou and bis as
sociates io the recent Merritnac ex
ploits. Il has been reported that they
were imprisoned io Morro Castle, and
as the stories of yesterday represent
that defense as having been badly
battered, it is wondered whether the
Spanish commander permitted them
to be exposed to the firexjf the United.
States sbips.
The general impression is that Ad
miral Sampson did not _pay any atten*.
lion to the report that the men were
imprisoned in the fortress, but.depend
ed upon the Spanish to remove them
to a place of safety in case they find
that the fort was to be bombarded.
Otherwise it would be necessary to
revise the good opinion of the Span
iards that was formed upon Admiral
Cervera’a treatment of them when
they were arrested after their escape
from the Merrimac.
If the reduction of the forts was part
of Admiral Sampson's plan be could
not be deterred fiotn carrying it out
because tbs Spaniards choose to put
prisoners between himself
and the American guns. If that sav
age plan of averting bombardment
was resorted toandaoy damage should
come to tbs prisoners in consequence,
the Spanish admiral would have a
rather embarrassing account to settle
in case of bis capture.

is really no trick about it. Anybody

Peace Not Near.
Gen. Woodford, who was our minis
ter al Madrid, is reported as having
expressed the opinion a day or two
age, io speaking of the war with Spain,
that peace wae a loog way off. That
also appears to be the opinion of lead
ing financiers in New York. A high
German official said recently in Berlin,
that the Spanish-American war would,
in bis judgemnt, be the greatest
"Tropical wai” the world •has ever
known, and that it would last two or
three years.
We do not believe the war will last
two years, or one year if we do not
.meet with serious reveises, because
Shtin will not be able to continue it.
If, however, we have reverses Spain
may get sympathy and help, and thus
enable her to prolong the war.
But we shall not meet with any se
rious reverses if we listen to the voice

of common sense instead of the yellow
journals and the jingo politicians. We
have in our volunteers as good mate
rial tor soldiers as there ie in the world,
but they need training.
There could be no greater mistake
thsn tu force them into an active cam
paign in Cuba until they have been
drilled, subjected to discipline and
taught what to do with their guns.
We are sure the judgment of ths
president and the genersl of the army
is against sending recruits to Cuba
whA are unseasoned and untrained and
Whe have not been taught how to take
care of their health. They have plen
ty of courage, but they need something
more than that to successfully meet
trained soldiers. __
A serious reverse wonld be costly in
blood and treasure, because it would
lead the Spaniards to believe they
could got better terms by bolding out
than by showing too great a desire for
peace. What we must avoid ie a re
verse, and there is no surer way of
avoiding it than by keeping our vol
unteers out of Cuba until the general
of the army regards them as fully
qualified for campaign work.—Sevan
