' Still at Tampa. Washington, June 11.—The trans 'ports loaded with troop* intended for the invasion of Cuba are still at an chor in th* harbor at Tampa. This is causing great uneasiness at the war department, and the authorities have been in consultation today with a view of determining upon some plan where by they may be permitted to sail be fore Monday, but no plan has been agreed upon yet. It is said that a message has been received from Admiral Sampson stat ing that two of bis vessels had been ■ent to join the convoys. If they left yesterday or the night before, as it is thought they did, they are well on their way by this time and it may be considered safe for the transports to •tart tomorrow. Twenty four hours saved in thia way would relieve the troops on the crowded transports of a great deal of suffering.
