Hawaii-
Tbe Baltimore American puts tbe
case of Hawaiian annexation in its
true light, legal as well as political.
It says:
Hawaii will ba annexed. Tbe Sen
ate followed the line of public senti
ment by its decisive majority in favor
of annexation. Tbe pearl of tbe Pa*
cific will come under tbe juris*
diction of tbe United State*. Tbe
question baa given rise to bitter con
troveray in some quarters. Ihe op*
position has never been very strong,
but it has been zealous and noisy.
Some of it has been perfectly sincere,
while some of it has been offensive,
oarping nagging kind which condemns
all parties and pretty much all ques
tions which arise in politics for adjust
ment. But there can be no doubt
about popular sentiment. It ia large
ly and enthusiastically for annexation.
This has been shown by several at
tempts of sensation journals to ascer
tain tbe opinion of the people. In one
case, when the paper was opposed to 1
annexation, it received so few votes
against it that it suspended tbe puj>*
lication of tbe people’s views.
It would have saved much trouble
had (ho senate ratified the treaty.
Tbe main argument of tbe anti-annex
tionist would have been destroyed.
They have dwelt at great length on
tbe constitutionality of annexing tbe
islands by both blanches of congress.
There is nothing in it. Tbe Constitu
tion does not say how territory must
be annexed, and tbe finest territory
which has ever been annexed—tbe
etale of Texas—was annexed by a joint
resolution of congress. The argument
is purely fanciful. Tbe president and
the senate have tbe right to make
treaties; therefore, they have tbe right
to annex territory, and congreee as a
body has no right io tbe matter. Tbe
miner premise of tbe syllogism ie
missing.
In the discussion of annexation each
side has accused the other»of being
influenced by the auger trust. It does
not matter to tbe country or the peo
ple which side the trust is od. It
may be on both sides. That is one of
tbe devices of combinations which
participate in politics. They want to
bs on tbe safe side. But it does not
matter to the country. The Hawaiian
island will last for all time. They are
of great advantage to the country
now, but a century benoe they will be
invaluable and the inhabitants will be
surprised that there ever could have
been opposition to annexation.
