The Santiago Campaign- The Santiago campaign has been a complete success. It was undertaken for the purpose of destroying Admiral Corvera’o fleet. That fleet greatly in* torfered with our plane (or accom plishing the object for which the war was undertaken. The fleet has dis appeared forever, and, as a further re* salt of the campaign, a very consider able part of the Spanish army in Cuba has so r rendered to us and a large part of Eastern Cuba bas passed into our possession. The person who finds fault with what either the navy or the army baa accomplished in the cam paign must be bard to please. Those who were disposed a few days ago to criticise harshly Gen. Shafter’s management of the campaign, are willing to admit now probably that they were hasty in forming judgment. But, even if they should insist that tbeir criticisms were justified by the facts they will like an audience to sympathize with their view". The » success which bas been attained is as great as was possible—the fleet having been destroyed and the army captured. Tho people therefore are satisfied, and | are willing that the general who con ducted the campaign shall have all the credit and honor to wbioblhe full est measures of success entitles him If mistake! were made the military critic* will discuss them. The general public is not now particularly con cerned with them Tho term* of surrender were such as we could freely grant without subject ing ourselves to the criticism of being too willing to make concession*, and ouch as the '’ Spaniards could accept without feeling that they had been subjected to unnecessary humiliation. Different views will probably be ex pressed in respect to them, but the prevailing opinion will be that the terms wore arranged by those who de sired to do what was fair and best for all interests. Now that the Santiago campaign is ended our soldiers should be removed from the vicinity of that place as quickly as possible. It is an un healthy spot, and there are nu sani tary precautions possible that would keep them free from the yellow fever.
