PRESIDENT’S REPLY READY
IT MEETS THE APPROVAL OP
HIS CABINET
Demands the Surrender of Porto’Rico
to the United States, and the In
dependence of Cuba.
Washington, July 29 —Tbe presi
dent's reply to Spain has been wirtten
and agreed upon at a meeting ol the
cabinet held today- It will be com*
municaled to the French ambassador
* before it will be given to the American
publid, but it is known to contain the
following demands of Spain :
The absolute surrender ol Porto Rico
to the United States and the cession
of several small islands adjacent to
Cuba and Ports Rico to the United
States.
Recognition of the independence of
Cuba.
" Cession of one of the Lad rone Is*
lands to the United States as a coaling
ytation and the cession to the United
States of at least a coaling station in
the Philippines
; The question undecided is, what
disposition is to be made of the Phil
ippine Islands as a whole. It can be
stated that there is practically no dis
ference ol opinion in the cabinet on
tbe qoestiop of the retentioT) of the
Philippine Islands as a all tbe
members being opposed to our acqui
sition of these islands. There has
been no decision, however, as yet on
the extent to which the government
will go in its decision respecting tbe
future of these islands, but it is proba
ble that tbe answer to the president
• will express the willingness of this
government to leave the matter of the
future government of the Philippines
entirely in the hands of a joint com*
mieiion to be appointed by this gov
ernmeut and the government ol Spain.

States will insist upon a guarantee ’ of
certain reforms in tbe government in
the Philippine Islands
Our answer will make no mention
of the money indemnity. Neither
will there be any armisticd ait all. The
answer will be in tbe nature of an ul
timatum, and if Spain do£B not accept
it she will fare worse in the future*
The note from Spain, it is said, was a
very adroL and equivocal document,
from leading which one would think
tbe only question involved was Cuba.
Public men who talked with tbe
president and members of the cabinet
today positively assert that the admin
istration has reason to have confidence
in the sincerity and motive of tbe
Spanish note; that tbe administration
take tbe view this note is the begin
ning of tbe end ; and that the admin
istration is practically certain the an
swer of this government and the gen
eral terms it will propose will be ac
cepted by Spain.
The port of Ponce, Island of Porto
Rico, surrendered to Commander Da
vis, of tbe auxiliary gunboat Dixie, on
Wednesday. There was no resistance,
•nd tbe Americans were received with
enthusiasm. Tbe capitulation of the
town of Ponce look place on Thursday
afternoon.
A telegram from Madrid to the Eu
ropean edition of the New York Her
ald says that a cable dispatch has
been received at the Spanish capital
announcing the surrender of Manila
to Admiral Dewey.
Wiping Out Sectional Lines.
The exchange of felicitations over a
reunited country between President
McKinley,a gallant soldier who fought
for the union, and General Gordon,
one of the bravest defenders of the
Confederacy, is one of tbe striking in
cidents of tbe restoration of an era o!
fraternal good feeling which must
bind two sections into a nation so
compact and so strong that it will fear

THE BAMKBUPTCT LAW-
It Will Coin to Effect Monday the
First Day of Aagust.
The new binkruptcy law will go
into effect next Monday, August Ist.
It is claimed that a great many
people will apply for relief under the
new Ihw and that lawyers will have a
lot of work to do for a whi’e.
Undrr the law “any person who
owes debts, except a corp shall
be entitled to the benefits of’tbis act
as a voluntary bankrupt.
"Any person, except a Wage-earner,
or a person engaged chiefly in farm
ing or tbe tillage of the soil, any in
corporated company and any incorpo
ration engaged principally in manu
facturing, fading, printing,publishing
or mercbantile pursuits, owing debts
to tbe amount of SI,OOO or over, may
be judged an involuntary bankrupt
upon default of an impartial trial.
"Private bankers, but not national
bapks or banks incorporated under
state or territorial laws, may be ad
judged involuntary bankrupts.”
The courts of- bankruptcy include
the district courts of the United States
and of the territories, the supreme
court of the Distrftt of Columbia and
the United States court of the Indian
territory"and of Columbia and the
United States court of tbe Indian
territory and of Alaska.
A discharge from a court of bank
ruptcy will release a bankrupt from
all of bis provable debtd? except taxes,
money or property obtained fraudu
lently, debts due for willful and mali
eious injuries to the person or properly
01-another, debts which have not been
properly scheduled, or debts created by
embezzlement, ~ defalcation or fraud
while acting as an officer or in any ju
diciary capacity.
Tbe bill provides that act of bank
ruptcy shall consist of "having convey
ed, transferred, concealed, or removed,
any part of his property with intent to
hinder, delay, or defraud bis creditors,
er any of them; or tri nsferreJ, while
insolvent, any portion of his property
to one or more of bis creditors; or suf
fered, or permitted, while insolvent,any
creditor to obtain a preference through
legal proceedings, and not having at
least five days before a sale or final
disposition of any property affected by
such preference vacated or discharged
such preference or made a general as
signment for the benefit of bis credi
tors ; or admitted in writing his inabil
ity to pay bis debtrand bis willingness
to be adjudged a bankrupt on that
ground.”
The law will not affect proceedings
commenced under ktate insolvency
laws before tbe passage of tbe act.

Battleships to Be Repaired.
Sometime ago we called atteotion

across the ocean—-that their bottoms
were foul and that their machinery
was in need of repair—-and that there

with a squadron of battleships and
cruisers would be delayed much long
er than expected. It is
now announced that the Texes has
been ordered to tbe Brooklyn dry
dock aud that other ships of
Sampson’s fleet will be sent there as
fast ae they can be accommodated.
This announcement would seem to
indicate that Commodore Watson
isn't to start for the coast of Spain at
opc||tevtin if nothing should come of
the peace negotiations which have
been inaugurated by Spain.
It is doubtful if much would ba ac
complished by sending a squadron to
the Spanish coast. It is far from cer
tain that tbe lew warships which Spain
has left could be reached without great
{i«k to our ships, because they would
seek shelter behind strong land batter
ies, aud it wouldn’t tend to make
Spain more anxious for peace to bom
bard her coast cities.
And it would be a mistake to send
across tbe ocean warships which were
not in first-class condition. It is quite
certain that some of the best ships in
our navy are not in that condition. It
has been many months since they
have been in a dry dock.
■ It is a pretty safe conclusion there
fore that Spain need not fear an at
tack by our warships in the near fu
ture. There will be more talk about
Commodore Watson, but he, will re
main on this side of the Atlantic for
some time to come—Savannah News.

Valuable Ware.
At the Saveton sale, hi London, a few
yean ago, a service of old Sevres ware
was sola for $5,000. The genuineness
of this set was proved by certificates is
sued to the owners by the French gov
ernment,.writes F. Vizetelly in Godey’s.
But by far the most valuable service
turned out at the'Sevres pottery (in
1778) was made for the Czarina Cath
erine II of Russia and consisted of 745
pieces, which cost $65,680.
The Sevres ware, old or modern, is
usually light in color and daintily dec
orated with flowers or figure subjects
tastefully arranged. The porcelain
itself, although of good texture, is in
ferior to that of the English potteriea
Decorated pieces generally bear pic
torial panels on white ground, sur
rounded by frames of gilt scrollwork.
These, as well as the tableware, are
quite in keeping with the nationifl char
acter. Although the Sevres works are
still in operation, they are Kept busy in
copying ancient Chinese and Japanese
models instead of increasing their rep
utation in the manufacture of tSe wares
which made them famous. '
