Soldier* Crow the Pacific While a
Terrible Fire is Raging in
Their Ship’s Bunkers.
Washington, Aog. 10—Secretary
Day today made public the following
statement:
r "We have ageeed upon a protocol
embodying the proposed terms for
the negotiation of a treaty of peace,
including tbe evacuation of Cuba and
Porto Rico, and it is exf ected this
protocol will be executed.”
It can be stated that tbe terms are
precisely those laid down by the pres*
ident in his original note about a
week ago.
It is expected that nothing but a few
formalities remain to be disposed of to
secure the signature of tbe protocol
As far as can be gathered, our govs
ernment is not particularly concerned
at the insistence of the Spanish gov
ernment upon the deference of peace
agreement in it* present stage to tbe
cortes. Our government, io dealing
with another, recognizes only the ex
ecutive branch and holds that wholly
responsible for all of its acts and
promises, and it is probable that our
government would not concern itself
as to what further international steps
would be necessary to satisfy the
eticklers for constitutional observance
in Spain. If it should appear later
that tbe cortes should undertake to
undo the work so far accomplished
between tbe two governments, of
course the government of Spain would
be held responsible for tbe result, but
as it is presumable that the United
State military forces by that time
would be in possession of Cuba, Porto
Rico and Manila, it is not perceivable
that international com munition in
Spain need give us any further con
cern. ~

three days out from Hawaii when .

Morgan City. One of tbe crew report
ed to Capt. Dillon that there was a
blaze in tbe coal bunkers.
At midnight when all the troops .
were asleep Capt. Dillon assembled
tbe crew and told them tbe news. (
Every man was pledged to secrecy. (
To let the soldiers know that they (
were over a raging fire would be to ,
precipitate a panic.
Siieatly the men coupled on tbe
how and the steam pipes. Then they
began battling the flames in the bold.
Tbe bunkers were still burning
when the Morgan City arrived here.
Then for tbe first time the troops
learned of their danger. The flames
were extinguished after the ship bad
been in port a few hours.
On board the Morgan City were 600
men of tbe Idaho volunteers and a de
tachment of Nebraska volunteers.

ARE EMBARKING AT SANTIAGO.
. Both Americans and Spaniard* Are
Leaving the Cuban Town-
Santiago de Cuba, Aug. 9.—The
auxiliary cruiser St Louis arrived here
this mornlug, but owing to her great
length she unable to enter tbe
harbor.
The Ninth and Tenth infantry will
be lightered out to her tomorrow
morning and she will leave in tbe as
ternoon with both regiments.
The shipment of troops, American
and Spanish, is pushed with the
greatest activity. The embarkation of
the sick Spaniards on the Alicante was
a moat piteous sight. They were
brought from the hospitals on stretch
ers, in wagons and on the backs of
their comrades, often scarcely stronger
th in the sick men they bore. Tbe
docks were lineo with officers aud so)-,
diers, who supported or carried their
wives and daughters.
The American wagons and ambu
lances brought cartloads of miserable,
colorless skeletons. It was a hearts
rending spectacle.
Tbe steam lighters Bessie and Laura
were literally covered with stretchers
and litters and the sick and“dying
presented a ghastly scene. Tbe em
barkation was partly effected in tbe
midst of a drenching rain,out absolute
order was maintained under dignified,
soldierly silence. No murmurs or
complaints were beard, although the
tale of suffering was told in the pale,
wan faces of all.

The Heliograph.
With all its superiority in distances,
tbe heliograph is too uncertain for

visible the rays from the largest mir
ror ; so that, at any time, without a
clear atmosphere, the system is use
less.
It is not known that tbe helio
graphic system has ever been in use
on shipboard, and the sea service has
nothing for daylight signaling that ap
proaches its accomplishment in dry
atmosphere. For night service at sea
tbe flashlight appears to be tbe best
system of signaling in all weathers,
though, on rare occasions, tbe long

Chaplain of Battleship Oregon Gives
the Admiral a Very Warm Roast.
Denveb, Aug. 10.—At Trinity Meth
odist church here, in the course of a
lecture for tbe benefit of tbe Y. M. C.
A., Chaplain J. P. Mclntyre, of the
battleship Oregon, Tuesday night de*
scribed tbe remarkable tripos Ua-Otre
gon from San Francisco to join Samp
sou’s fleet and tbe part this battleship
took in the destruction of Cervera’s
fleet. He spoke in most complimen
tary terms of Capt. Clarke and his
fighting seamen. Chaplain Mclntyre
gives the Oregon the bulk of the cred
it for the annihilation of the Spanish
fleet on July 3. He said :
“Sampson wrote a report of tbe bat
tle and reported himself within four
miles of the Cristobal Colon when sbe
pulled down her flag. He did that to
get his share of the prize money, for a
ship must be within four miles to share
in tbe prize money. So Sampson will
get SIO,OOO of prize money, and Capt.
Clarke, who fought the Oregon a*
hfever had ship been fought before,will
get only $500; and you, who have had
just exactly as much to do With the
battle as Sampson,will not get a cent.”
Mclntyre said that when tbe Span
ish ships ran out of the harbor the
lowa was within two miles of them
and the Oregon about three miles. The
Oregon, he said, tore up to the front
like a shot and met the lowa moving
to tbe rear, where, he added, Capt.
Evans kept her throughout tbe battle.
The chaplain offered no explanation of
this alleged maneuver of tbe lowa. He
did not refer in any manner to tbe
conduct of Commodore Schley during
tbe engagement.
Chaplain Mclntyre, who is very
proud of the Oregon, boldly stated that
the reason the eastern made ships did
not come up to expectations was that
the contractors who made them got
tbe contracts through political pull*,
and did not care how much they
cheated tbe government. Tbe Oregon
was the only one that wa* made hon
estly.

of the inhabitants of New England
and.the sloshy vicinity of Cape Cod.
In the second place we are not by any
means in love with the Yankee char-

own, and the real representative son
of the south will find no inducement
to start "a julep factory” in honor of
tbe man who call him a Yankee.
We are not Yankees. We never
will be Yankees; we never want to be
Yankees
We are Americans.
American is broad enough to cover
us all—southerner and westerner and
Yankee. If one is gtftog into section
al designation we bad a great deal
rather be called a westerner than a
Yankee* but infinitely above all we
had rather be called just what we are

An Angel of Mercy.
Here is an incident at Siboney de
scribed by a writer:
A corporal of bis company lay sick
at”the Boalling Club bouse, which
stands on tbe waterside near tbe quays
and has been converted into a hospi
tal. While tbe officer waa talking
with bis soldiers, a woman nurse came
by and bathed tbe sick man’s face and
hands and fed him milk.
"Do you know who that is, Corpo
ral?” asked the lieutenant, when the
nurse had gone.
"No, I don’t,” was the answer £“but
she’s a perfect lady, she isl She’s
been awful good to us, and if ever I
get a chance, I’ll show her how we
appreciate it.”
"That’* Miss Wheeler—Gen. Wheel
er’* daughter.”
“Wbat? Our Gen. Wheeler?” exa
claimed the corporal, fairly startled
into a sitting posture.
“Yes; our General—‘Fighting Joe’
Wheeler.”
"Well, well!” the soldier exclaimed,
dropping back upon his couch. “She’s
a brave and noble lady! And she’s
good blood, sir. That’s a fine family,
them Wheeler*. God bless the brave
little nurse 1”
