Wade’s expedition to Porto Rico, is a large sum to spend just to give some gallant volunteers a chance to say that they have been to war —Chicago Daily News. •Another suit is to be entered to compel telegraph companies to psy the revenue tax stamp on telegrams, this time by a western railroad which makes heavy use of the wires. This will be a fight between corporations to see which of them must be made to beer the burden, while the people will look on with tbe hope that anybody but the telegraph companies will win. A month ago, even the moat far see ing prophet would hardly have hax arded the prediction that August would find th* Spanish and American armies embarking, or about to embark, from eastern Cuba en masse. The proverbial uncertainty of war has again been exemplified by the many unlooked-for happenings of tbe con* fliot, and this incident is one of the strangest. The rapid increase of lawers is multiplying courts to make business for them. It now takes three immense volumes to con tain Georgia’s Code. Two thirds of it should be wiped ont. Let us have fewer and simjttor laws. Special laws are a nuisance —they are seldom really necessary. Let us have general laws—operating in all tbe counties of the state alike. The taan primarily responsible for all the mismanagement and indirectly for great suffering and loss of life is Secretary Alger, and tbe president should not only recognise tbe fact,but act upon that recognition. If be should not do so, congress will surely make an investigation, for congress represents tbe people, who are justly indignant when they find tbe brave men, who fought their battles, grossly neglected without tbe excuse of lack of means to help them.
