Tbe annexation of tbe Philippines and that of Porto Rico ar* two entirely different questions; tbe one involves territorial expansion in a direction which tbe Monroe doc trine particularly sought to avoid, and tbe other the annexation of an island wbiob by position ought to be Ameri can. There are no indications that tbe government of Porto Rico will re quire any material additions to the army. A Transvaal doctor is credited with the discovery of a new curative treat ment, says tbe St. Louis Globe-Demo crat. He assert* that he can cure person, of smallpox, fevers, diptberia and many other maladies by simply wrapping them in milk sheets. Tbe patient is laid on a mattress covered with blankets, and is packed in a sheet just large enough to envelop tbe body. Tbe sheet ba* been saturated in a pint and a half of sweet milk, and is ap plied to the body without wringing. After lying still for an hour thus swathed, tbe patient is sponged with Warm water, or put into a warm bath for a few moments to remove the milk. Tbe treatment is based on tbe germ absorbing power of milk, and tbe idea of it is said to have been suggested by tbe fact that milk absorbs poisonous germs from a bucket in r whicb it has been standing. In 1860 Don Carlo* 11, the son of Don Carlo* I (Ferdinand's brother), declared himself king of Spain and headed a new Carlist rising, which was again unsnocees ful. There have been several successive uprising* since then. From 1878 to 1876 Don Carlos 111 headed a rising which bad* fair to be successful. Don Carlos HI is the direct descendant at Don Carlos I, and is tbe present pretender to the Spanish throne, to which, according to the Salle taw, he 1. tbe rightful heir.
