Hay baa made an excellent ambassador to the Court of St. James, and be ought to have, and probably has, a very thorough ac quaintance with the Eastern question —a question with which tbe Secretary of State should be very familiar. That question has suddenly become of very groat importance to us. Col. Hay hu bad the beet of oppor tunities for studying it. It may be that it was because of hie supposed acquaintance with it tbe President called him to the office of Secretary of State. It Is possible Col. Hsy is just tbe man for the place. Tbe fact that be has bad little or no training for it may not prevent him from making an ex cellent record in it. He is a man of ability and is familiar with tbe routine duties of the office, having occupied the office of assistant secretary of state for a couple of years. Secretary Day, tho present occupant of tbe office, had leu experience than Col. Hay has bad when bo was ap pointed to tbe position. In fact, bo was unknown outride of Obio.
