Tbe Herald announces that Commodore Philip, formerly Oapt.“Jack” Phillip of the battleship Texas, will probably enter tbe lists for tbe nomination, in opposition to Col. Theodore Roosevelt. Commodore Philip was born in New York state fifty seven years ago, and while be has never taken an active part in politico, it is claimed that ha io a good enough Republican to ans wer all requirements. Philip and Roosevelt are both very popular, be cause of their brilliant war records, benee a contest between them would arouse a good deal of interest. Mean time, it Is well enough to bear in mind that such hard-beaded fighters as those men are, are not tbe sort of tim ber that the bosses usually pick out to be given nominal tons. Spain Will Bear Watching. There it a growing opinion that our government should not be too hasty in mustsring its troops out ol service and in putting its vessels out of fighting trim. Tho Spaniards are a treaobers one people, and it ia difficult at this time to say what kind of pledges Spain may make or whether she will keep auoh as are made, pending the final negotiations for peace. Oar govern, ment will have to watch Spain, and after the treaty of peace is signed, we will no doubt have to enforce tbe terms with force. Our army and navy should be kept io good shape until tbe war io over sure enough. Spain io a procrastinator and will kill aS much time as she can during the negotia tions. She will haggle at every point of tbe proceedings aod will doubtless ra’se all kinds of objections tn aearly everything proposed by our govern -_meot. That from and af ter the passage of this ordinance the City Attorney shall hold his office for the term of two years and until his successor is elected and qualified, and shall be elected by ballot by the mayor and council of said city at tbe last meeting In November, 1898, and at the same meeting bi-anually thereafter.
