900 Spaniards Lost in * Storm While
on Transports Trying to Escape
From The Insurgents.
Washington, Aug. 30—When Gen
eral Miles returns to Washington be
will be asked for an explanation of
recent interviews appearing with him
and the publication of certain dis*
patches which the war department has
- not made public. Whether the inves- ,
ligation will take the course of a mili
tary court of inquiry or of a private
interview between the president, the
secretary of war and General Miles* '
remains yet to be seen
Until the arrival of General Miles
the war department will not discuss
the matter. Secretary Alger says that
the department will not enter into any
controversy with its subordinates, and
he does not propose to discuss matters
affecting General Miles during >his
absence.
The department is of the opinion
that General Miles made public the
dispatches of the secretary, General
Shafter and himself, published this
morning. Such action is regarded as
a breach of military regulations.
Colonel W. W. Gordon, with Admi
ral Schley, of the Porto Rican com*
mission, will sail on the Seneca tomor
row for Porto Rico to meet the third
commissioner, General Brooke. The
ship will make direct for San Juan,
instead of Ponce, as it was first given
out. It will be the first American
vessel to enter San Juan since the be* i
ginning of the war.

Spaniards, including sixteen priests, i
lost their lives several weeks ago
when the Spanish gunboat Leyte was i
captured by a vessel belonging to i
Admiral Dewey’s squadron. <
The Leyte had been stationed in an i
adjoining island, where the insurgents
were numerous and.agressive The
latter were gaining ground rapidly, I
causing 900 Spaniards to board these
sailing vessels in an endeavor to es
cape from the natives, who would
massacre them.
The gunboat Leyte undertook to i
tow these three transports to Manila
bay, where the Spaniards aboard were
to surrender to Admiral Dewey if they
id not succeed in landing somewhere
and reaching Manila under cover ’ of
darkness. After the Leyte had towed
them down Pampangae river and
some distance along the coast, a
heavy storm came up, making it nee
essary for the gunboat to cut her tows
loose and proceed to Manila for as*
sistance. Before getting there she
was captured by the American next
day and an American vessel was dis*
patched to find the three transports,
but failed to discover any trace ol
them.
The natives on the adjoining coast
say they saw nothing of any vessels.
The conclusion was finally reached
that the vessels foundered with all on
board.

According to DeVoe’s weather fore
cast there will be a good deal of rain
in September, accompanied by a few
cyclones, a couple of cold waves, some
thunder storms and threatening weath
er generally. Here is the forecast for
September:

near the Atlantic coast, causing a co'd
wave over the western states and dan

I SEVERAL IMPORTANT MATTERS
Came Un Before the City Council
Yesterday Afternoon-
The city fathers met in the council
chamber yesterday afternoon and were
presided over by His Honor Mayor
Davis.
After reading and approving the
minutes of last meeting, a communi
cation was read from the American
Fire Engine Company, of Seneca
Falls, N. Y., stating the terms upon
which they would make the repairs on
No. 1 fire engine. They will put the
engine in first class condition and
pay freight both ways for $1,800; the
city to pay S4OO cash and give two
notes for S7OO each, payable io one
'and two years, at 6 per cent, interest.
Upon motion of Aiderman Blakely
the matter was deferred to next meet
ing and the members were to inter
view taxpayers from different sections
of the city with regard to their wishes
in the matter.
The city attorney was ordered to
make the necessary publication in the
Call and have our representative in
the legislature prepare a bill repealing
that section of the city code which
provides for the election of a water
and police commission.
The street committee was instructed
to notify the owners of the property
now occupied by Edwards Bros, that
they must repair the side walk at once.
This committee was also authorised
to sell the iron in the building which
was burned last week and to repair
the stables which were damaged.
The cemetery committee reported
that the colored cemetery was badly
crowded and no interments could be
made without the acquisition of more
ground. The committee was autho
rized to purchase the necessary land
at once.
Aiderman Patrick stated there were
several tax fi lag in the bands of the
chief of police which had not been
collected, but asked that the printing
committee be given further time in
which to report.
Superintendent Howard stated that
but little progress had been made on
the repairs of the armature, and that
be could not say when the street
lights would be turned on again. The
Atlanta firm doing the work had to
order material from New York which
caused a delay of several days, but
they have promised to work night and
day until the repairs are made.
The petition from Hanlieter church
asking the council to run wires from
Thirteenth street to their building
without cost was not granted. The
petition elicited lengthy speeches
from several of the aldermen, and it
was lL<> opinion of a majority that it
would be a bad precedent Mr. How.
ard was instructed to furnish poles, a
meter and do the work, which would
cost the city about SSO, provided the
church would payslsfef thewire.This
was thought to be a very liberal prop
osition on the part of the city, and
would be acceptable to the members
of Hanleiter church.
The ordinance regulating the tax
rate for 1898 was read for the first
time, after which the council ad
journed.

SPAIN’S PEACE COMMISSIONERS.
Men Who Will Represent to Queen
Regent Are Selected.
Madbid, Aug. 301 —Ths peace com
missioners will be Benor Leon y Cas
tillo, Spanish ambassador at Paris;
Benor Urrita, Spanish minister at
Brussels; the duke of Najera, governor
of Cadis; Senator Marcoartu and
Benor Abarzusa,
Duke Almodovar de Rio, minister
of foreign affairs; Benor Groizard,
minister of Justice, and Benor Giron,
minister of colonies, were appointed •
committee to draft a bill authorizing
peace negotiations
The conservative members of the
cortes will meet on Saturday next to ,
arrange their course of act’on during
the cothing session. It is understood
that they will not support a campaign
against tbe government,but will main
tain the attitude which they assumed
during tbe last session. Senor Robledo,
however, as leader of the dissident
conservatives, proposes to employ
every legitimate means to insure de
bate upon all questions of war or peace.
The attitude of tbe carlists and repub
licans is not announced, but they can
be depended upon to violeotl z oppose
the administration.
The ministers declare that the only
instructions sent to tbe Cuban and
Porto Rican commissions were to ob
tain the best and most advantageous
terms possible for Spain.
Anecdote of Lord Wolesley.
Any one who has known what it is
to wait day after day in some out-of
tbe world nook for letters which were
all the time safely reposing in some
neglected corner of a sleeper postoffice,
says tbe Youth’s Companion, can ap
preciate tbe story that is told of Lord
Wolseley by Mr. Nourse, who was
with her majesty’s forces through tbe
Sudan campaign.
At Korti Nourse went into the post
office to look for some letters. The ,
postmaster was a native and not much
used to handwriting. He made a
superficial examination of a big pile of
etters and papers and said there was
nothing Jpr tbe applicant. Nourse
asked to see tbe pile of letters, and
while he was looking them over a man
with nothing to designate his rank
came into tbe office. He took in tbe
situation at a glance.
“Let’s clear this thing out,” he said.
They jumped on the counter and
proceeded to • clear it out’’ by first
bundling out the postmaster. Then
they began a careful examination of
the postoffice, and found that it con
gested with mail for tbe army. They
searched every nook and crany,
throwing the letters for each regiment
into a different pile and heaping up
all the newspapers in tbe center of tbe
room. Then they went through each
pile and separated it into companies.
Before night every letter was io camp
and distributed, and tbe next day the
papers were out.
Nourse did not know the name cf
bis companion in tbe benevolent deed,
and when he asked the answer was;
“They call me Charlie."
Some time after Nourse found it
necessary to see tbe commandant,and,
sitting near tbe tent to which be had
been directed be saw his companion
of tbe postoffice.
“Hello, Charlie!’’be said. “I am
looking for tbe commandant. Where
shall I find him!”
‘‘Well,’’ said Charlie, “you won’t
have to look far. I’m tbe command
ant. Come inside and have a bite
to eat and drink.”

“That many of tbe women’s clubs
in American are doing valuable work
in many directions admits of no
doubt,” writes Edward Bok, in the
September Ladie’s Home Journal.

sorbing element in her life is wrong.

separation, the woman's club is com
mendable.”
