I—Tbe inter view with Hon John Sherman, charg ing neglect and mismanagement upon the War Department, created a sensa tion in Washington. To another interviewer he reiterated some of the criticisms and spoke with deep feeling of what be termed "mon strous mismanagement *’ He said : "I don’t see how there can be any mistake or misrepresentation as to tbe condition of affairs among our soldiers in Santiago or in the camps. Tbe of ficial reports, the statements of re sponsible, officers and of tbe men who suffered in that campaign are to tbe same effect—that there were 'horrible suffering and of life result ing IrOWi inadequate provision lor the care of 'the sick and wounded, and that suitable food was not-provided for those whose condition of health would not admit of their eating army rations. They were short of medi cines and suitable food and . did not have surgeons enough to perform the services which fee army demanded. “Tbe whole story is too horrible to talk about and there can be no possi ble excuse offered. I cannot under take to say what individual authority is responsible, but the facts themselves are monstrous, and whether the fault lies with tbe officers in tbe field, or those in the department of tbe Secre tary of War himself, the responsibilily should be fixed and tbe person re sponsible should be severely punished- It was known that there was going to be a battle; our army was sent there for that purpose and it was nothing short of criminal to neglect those preliminary preparations for the care of tbe wounded and sick and to pro vide for the sustenance of the army. “Tbe president might order an ins vestigation, but I doubt whether the matter can be adequately dealt with, except by Congress. The persons should be impeached and Congrefls a lona, baa lhe power of impeachment.” — • Gen- Wheeler in Advance. At the battle of New Hope Church, says the San Francisco Argonaut, Gen. Walker sent Maj. William H. Ross, who was on his staff, to ascertain from Gen. Wheeler, who occupied an advance position, what was in his front. He found the general on bis horse, with his leg over tbe pommel pf bis saddle. Saluting him, Maj. Ross said : "Gen.. Walker intends to make a charge at this point, and would like to know if tbe enemy baa a masked battiry jn front of us.’’ “I d.<n’t know, major," Gen. Wheel er replied, "but I can soon find out,” and swinging into position in his sad dle, he galloped up to a slight emi nence, accompanied by Maj. Ross and his staff, and planted a guidon. A moment later a puff of smoke in the distance, and the sputtering of a shell as it flew over them, showed what was ahead. Turning to Maj. Ross, the general said: "Give Gen. Walker my compliments, and say there is a masked battery in front of us." Maj. Ross ventured the remark that it was a rather risky way of unmasking a battery. "Th6 first shots always fly high,” was the 000 l reply ; “It’s tbe shots that follow that- are dangerous.” Millions Given Away. I.—The most lers rible story of the storm comes from Tybeaisland today. Yesterday Lieut. Henry 8 Morgan, of tbe corps of en gineers, U. N. A , and a seaman named Smith, were drowned off Tybqe island while trying to reach the Italian bark Noe and save the lives of tbe crew. The Noe went aground and the crew was in danger. The lieutenant, who was stationed on Tybee fort, call ed for volunteers to man a boat and go to their rescue. Five men volun teered. They were employed about the fort. The boat was launched. Just before it reached tbe bark it cap sized and the rescuing party was swamped. All tbe men except Lieut. Morgan and Smith were picked up this morning. Tbe officer and his companion are almost surely lost. ; ;j Tbe flag at tbe station is at half mast for them. Lieutenant Morgan was a Georgian, going from Valdosta to West Point. He was only twenty four years of age and graduated in 1897. The other man to lose bis life was Second Mate Garibolo, of the Italian bark.
