That from and af ter the passage of thia ordinance the City Attorney shall hold his office tor the term of two yean and until his successor is elected and qualified, and shall be elected by ballot by the mayor and council of said city at the iMt meeting in November, 1898, and at the same meeting bl-anually thereafter.
