decided to muster out the First and
Third regiments. Today, however,
Representative Maddox appeared at
the department, saying that such
action would bo an Injustice to the

contemplated. Tbe regiment bad

reenter mended, and It bad been mov

ing orders until further consideration
cou’d be piven to the Georgia troops.
Among the uaval orders today were
the following promotions: Captain
Higginson of the Massachusetts, to be
commodore from August 10.

Tbe following dispatch from Ha
vana was received here today: The
United States transport Resolute,
having ou board the American evacu
ation commission, was sighted al 7
o'clock Ibis morning from Mcrro
Castle and entered the port of Havana
al 7:45 a. m. She anchored near a
place called Triecornio, a moat healthy
part of the bay.
At 8 o'clock General Bolsuo, the
chief of staff, and Major Garcia Boni
tor, of the general staff, left the palace
in a carriage and a little wbtle after
wards General Parado, a member ol
the Spanish commission and Dr. Con
gosto, secretary general of the govern
ment, drove in a carriage to La Ma
chins wharf. Both parties there em
barked in a steam launch and went on
board the Resolute to welcome the
American oemmiasionera.
Tbe palace of the captain general
has been prepared to do honor to tbe
American commissioners. The stairs
have been carpeted as upon the occa
sion of great reception days, and tbe
commissioners will be received in tbs
salon of tbs crown. Captain General
Blanco will be in full uniform.
