Secretary Alger decline* to believe that Gen Mile* said any such thing. "Do you think Miles is a foolt" exclaimed tbe secretary. Then he went on to explain that the "new or ' dera" regarding the removal of troops from Wikoff were his order* ieaued before he left Washington, and which Gen. Miles was merely carrying out. Be It or dained by the mayor and council of tbe city of Griffin, audit i* hereby ordained by authority of same. That from and af ter the passage of this ordinance the City Attorney shall hold his office for the term of two year* and until hl* successor Is elected and qualified, and shall be elected by ballot by the mayor and council of said city at tbe last meeting in November, 1898, and at the same meeting bi-anually thereafter.
