The audden and unexpected action
of General Zurlinden, the military
governor of Paris, in prosecuting Col.
Picquart on the charge of forgery and
using forged documents, assumes a
grave aspect on account of the cir
cumstances attending this intervene
tion of the military authorities in a
civil court.
At the present moment, when the
political air is surcharged with d*n
gerous electricity, generated by the,
Dreyfus affair, the general, who has
just quitted the cabinet iu defiance of
civil authority takes, without consult'*
ing hie successor or the premier, an
important «ipp.
In ordinary circumstances, the mil
• itary governor is empowered to act ins
dependently, but now that the Dreyfus
question has become a great national
matter, every proceeding in the affair
has state importance. Gen. Zurlen
den’s ignoring of this obvious fact is
very significant.
A Colored Soldier’s Tribute.
Says the Marietta Journal: Albert
and Clifford Lowe, colored, of MarieU
ta, belong to the Tenth U. S. Cavalry,
and were ia three days fighting in
front of Santiago de Cuba. Albert
Lowe is in the hospital at Fort Ham*
ilton, New York, and writes to bis
mother, Annis Lowe, in this place,
and pays the following tribute to Gen.
Joe Wheeler:
“Although my health is broken, I
am one of the proudest men in the
world today, for I can say that I serv
ed my country and served it well in
aiding to uphold the dignity of the
stars and etrines. Gen. Joe Wheeler
was my division commander. He is a
southern man from Alabama, and was
a Confederate Brigadier General in
1863, fighting against the union, but
this time be was fighting for it, and
the south has a right to feel proud of
him. For three days and nights, with
out stopping, we were taking Santiago
—the most desperate fighting in his
tory, and I can truthfully say that no
braver General ever lived than ‘ ‘Fight
ing Joe Wheeler.” He is an old man,
but he leads his men in battle just as
if be was going on dress parade. He
don’t know what fear is, and conse
quently he inspires the men with cour
age Long live my noble southern
commander, General Joe Wheeler, and
I hope the country win suitably re
ward him, who so successfully led his
men to battle in the Spanish American
war.”

Low Water Mark for Cotton.
Cotton reached low water mark on
the New York exchange Wednesday
when October cotton sold at 522 It
is stated that the tremendous over
production and depression in cotton
mill trade are responsible for the low
prices. The farmers of the south are
confronted with a condition. They
are told, in effect, that they are mak
ing more cotton than is needed, and
that so long as this condition exists,
tbs staple will not sell for .mores than
enough to pay the cost of production,
The time has come when the farmers
of the south must, for their own pro
tection, raise their supplies at home
and make cotton as a surplus crop. So
long aa the supply of cotton is more
than equal to the demand, prices will
be low. There is no way to get around
this truth, and the farmers will have
to face it like men and change their
methods very materially in the future.

FUNERAL OF MIBB DAVIS
Will Be the Most Imposing Ever
Given An American Woman.

Richmond, Sept. 22—The joint
committee to arrange for the funeral
of Miss Winnie Davis completed the
arrangements yesterday. The re
mains will arrive tomorrow morning
and lie in state at St. Paul’s Episcopal
church until 3:30 iu the afternoon
Rev. Dr, Hartley Carmichael, the
rector, will be assisted by Bishops
Whittle and Penick, Rev. Dr. Moses,
D. Hoge and Rev. Dr. James H.
Smith, Stonewall Jackson’s chaplain,
and several other prominent ministers.
The funeral procession will be head
ed by police, military, Lee Camp of
veterans, the Pickett camp, and visit
ing camps, including delegations from
nearly all of the southern cities, the
Soos of Veterans, the honorary pail
bearers, including Gen. John B. Gor
don, grand commander of the Confed
erate veterans, the active pall bearers,
with casket and a guard of honor, the
family and relatives in carriages, the
Confederate memorial and literary
society, the Daughters of the Confed
eracy, the Davis Monument associa
tion, the distinguised Confederates,
state and municipal officers, and civil
authorities.
The flags of tbecity will be placed
at half mast. Bells will be tolled and
a salute fired. The procession will
be one of the most imposing ones ever
given a woman in any country.

The Proposed Amendments.
The people of Georgia are to vote at
the approaching election on the state
constitution, As election day ia
drawing near it is proper to draw par
ticular attention to the subject.
The proposed amendments relate to
the election of the judges and solici
tors of the superior courts by the
people. There are really three amend
ments, but two of them relate to the
proposed changes as to the judges,
covering two seperate paragraphs and
sections of the constitution.
The form of that part of the ticket
adopted by the State Democratic
Committee relating to the proposed
constitutional amendments is as fol
lows :
For ratification of the amendment
of paragraph 2of section 3, article 6
of the constitution, (for election of
judges of superior court by the people.)
Against the ratification of amend
ment of paragraph 2 of section 3,
article 6 of the constitution, (for elec
tion of judges of the superior courts
by the people.)
For Ratification of amendment of
paragraph 3of section 3, article 6 of
the constitution,(for election of judges
of superior courts by the people.)
Against Ratification of the amend
ment of paragraph 3of section 3, of
article 6of the constitution, (against
election of judges of superior courts
by the people.)
For Ratification of amendment of
paragraph 1 section 11 of article 6 of
tbe constitution, (for election of solid
tors-general by tbe people.)
Against Ratification of amendment
of paragraph 1 section 11 of article 6

Tickets will be printed with all six
of the foregoing paragraphs on them
and voters will erase three ol them in
conformity with their wishes on tbe
subject submitted.

Medical Commission Says They Are
Responsible for Deadly Fevers-
Common house flies, according to
the medical commission, appointed to
investigate the cause of so much ty
phoid fever at the various army camps,
introduced the deadly germs.
The commission visited the camp at
Jacksonville, Huntsville, Fernandina
and Chickamauga. Everywhere it
found typhoid fever and found it
spreading. They also found that flies
were in every camp by millions. They
declare they found that the flies fed off
of the fecal matter from the hospitals
-and then, at meal time, shared the
food of the soldiers. In the first in
stance, the fly picked up on his six
pair of legs infinatesmal panicles con
taining the germs of typhoid and as
be walked over the hard tack and oth
er food be deposited them there,
The large numbers of flies carried
enough germs in this way to inocut
late a large number of soldiers.
The commission presents the case
exhaustively, in proof of this remarka
ble explanation and declares most
positively that the proof is overwhelm
ing in support of their diagnosis.
Recommendations for disinfecting
sinks and killing germs, so flies can
not carry them, are made and it is
declared that with this danger re
moved well selected camps cannot be
anything but healthful.—Washington

a description of the events in the war with

utors are Gen. Fitzhugh Lee, Gordon, But
ler, French, Rosser, S. D. Lee, Walthall,
Evans, McLaws, Wheeler, Oates, Bennett
H. Young and many others. The “Lost

Robbed the Grave.
A startling incident, of which Mr.
John Oliver, of Philadelphia, was the
subject, is narrated by him as follows:

To Review Second Georgia.
Governor Atkinson telegraphed Col.
Candler at Camp Northen yesterday
morning and asked that a committee
be appointed from the Third Georgia
regiment and sent to Atlanta to take
part in the review of the Second Geor
gia regiment which is now in that oity
for the purpose of being mustered out,
Col. Candier appointed Major R. E.
L. Spence, Major M, W. Beck, Capt.
S B. Sanford, Lieut. Crook and Lieut.
Lawrence on this committee, who
went np yesterday morning and were
present at the review at 1 o’qjeck.

porch of the editor when they were
regaled with sweet and harmonious
