Senator Caffery asserts that Senator Platt of Now York waa responsible for the defeat ol the national quarantine bill, which waa never even called up in Congress. Tbe reason given for Senator Platt’s opposition is that there ar* a number of fat offices under tbe state quarantine system in New York.
