of Kings county, for governor. He is
a brother of Mayor Van Wyck, of New
York.
Judge Van Wyck, the nominee,
•pent much of bis life in the south.
He graduated from the University of
North Carolina and practiced law in
Richmond, where lie married Miss
Della Williama. His sister is the wife
of Gen. Hoke, of Raleigh, N. 0.

When tbe convention met soon af*
ternoon, Frederick Scraub was elected
permanent chairman and escorted to
the chair. He made an address in
which he scored tbe republican state
administration. He charged the nas
tional government with being crimi
nally negligent of the troops in the
Spanish war and said: “Everywhere
tbe democrats were in the van. Dewey,
Schley, Hobson, Lee, Wheeler, tbe
democratic heroes, all have written
high their names in tbe American
temple of fame.”
The leport of the committee on res
olutions was read then as follows:
“Tbe democratic party of tbe state of
New York congratulates the country
upon tbe successful termination of tbe
war undertaken. Not for conquest or
aggrandisement, but in tbe interest of
humanity, liberty and civilization.
“We glory in the patriotic devotion
and valor of our brave soldiers and
sailors who have honored tbe Ameri*
can people and heightened tbe lustre
of our national fame.
“The scandalous abuse by the presi
dent of the power of appointment in
scattering the army commissioners
among inexperienced and incompe
tent civilians as rewards to personal
favorites almost to the exclusion of
experienced officers in the service, is
largely accountable for the fearful
suffering and appalling loss of life
among our gallant soldiers that
brought disgrace upon the administra
tion and a sense of shame to the na
tion. A democratic congress will, if
chosen by the people, rigidly investi
gate the conduct of the war and expose
and punish all who may be responsible
lor the unnecessary deaths, privations
and Bufferings of our soldiers.”

Diamond Jubilee Carnival.
Macon Georgia will celebrate the 75th
anniversary of her foundation on October
11th, 12th, 13th and 14th, 1898.' For this
occasion the Southern Railway will sell
round trip tickets from all stations in
Georgia at very low rates. Tickets on
sale Octobor 10,11,12 and 13, 1898, with
final limit for return October 15th, 1898.
And will also sell tickets at one fare tor
the round trip on October 14th; final limit
for return October 16th, 1898. For full

Washington, Sept. 30.—Tbe war
department has posted tbe following:

that all sick at Porto Rico be sent

lieve Gen. Brooke of tbe farther care
of the sick end at tbe same time ena<>
ole tbe men to receive the treatment
obtainable in tbe better appointed
borne hospitals. These men will be
furloughed as in cases of those return
ing from Santiago—about 700 will
leave today on the Relief and Missou*
ri.”
In conformity with the above the
quartermaster’s department issued or
ders to the officers having charge of
the shipping at New York,telling them
to send ships to Ponce equipped for
carrying the the sick to this country.
There are several regular transports
now going to Porto Rico and Cuba.
Their route is from New York to San
Juan, Ponce and Santiago. As soon
as Havana is occupied it will be added
to tbe points where tbe transports will
touch.
