Too Late to Arbitrate. There should here been no peace protocol, and no peace commission. The war ebould have been brought to an end with a treaty of peace, stating ail of the terma plainly, says the Sa vannah News. Having no alternative, Spain would have signed snob a treaty a* readily as she signed the protocol. However, all of that is of the past, Spain may regard the protocol and the commission as concessions to ber if she lihes. but if she is expecting still further concession*, in the way of submitting to arbitration points which msy be disputed between ber com missioners and those of the United Blates, sbe is doomed to disappoint ment. The refusal of the American com missioners to consider proposals to arbitrate radical differences has aroused adverse comment on the part of the Paris press and has caused the Spanish commissioners to send to Madrid for new instructions. But the effect upon the American commission ers will be nil. Their position will have the support of tbeir own govern ment and people. The time tor arbitration is past. The United States might have acceded to such * proposition before the war, when they requested Spain to put an end to the horrors of her war in Cuba At that time, however, Spain said sbe was attending to ber own business in her own way, and that abe would continue to do so; that sbe bad noth ing to arbitrate. Now the United States are attending to tbeir business, of granting peace to Spain, and they will follow tbeir own inclinations in the matter. It ia reasonable to assume from the recent speeches of the President and from other evidences, that the minds of the President and bis adviser* re specting the terms of peace with Spain have already been made up. It has been determined what demands will bo made upon Spain—whether she will have to give up tbe Philippine* as well as Cuba and Porto Rico—and Spain must accept sbe determination There is nothing else for her to do. Mr. Mark Banks was the treasurer and cashier of the Greenwich Savings Bank, and died at the good old age of ninety-four.
