Too Late to Arbitrate.

protocol, and no peace commission.

Spain would have signed such a treaty
as readily as she signed the protocol.
However, all of that is of the past.

The refusal of the American com
wiesioner* to consider proposals to
arbitral* radical difference* has
aroused adverse comment on the part
of the Pari* press and has caused the
Spanish commissioners to send to
Madrid for new instruction*. But the
effect upon the American commiMioo
er* will be nil. Their position will
have the support of their own govern
ment and people.
The time for arbitration is past.
Th* United States might have acceded
to auch a proposition before the war,
when they requested Spain to put an
end to the horrors of her war in Cuba
At that Aime, however, Spain said she
was attending to her own business in
her own way, and that she would
continue to do sothat she had noth
ing to arbitrate. Now the United
States -re attending to their business,
of granting peace to Spain, and they
will follow their own inclinations in
the matter.
It is reasonable to assume from the
recent speeches of the President and
from other evidence*, that tbe minds
of tbe President and his advisers re
specting the terms of peace with Spain
have already been made up. It has
been determined what demands will
be made upon Spain—whether she
will have to give up the Philippines a*
well as Cuba and Porto Rico—and
Spain must accept tbe determination.
There ia nothing else for her to do.
There ia nothing to arbitrate.

It has always held the record securely, but the claim paid by the compa
ny upon a policy issued to Mr. Mark Banka, of Connecticut, the particulars

How does this happen? Mr. Banks paid all the premiuma m cash, ana
he did this for fifty-tour years. He did not utilize any portion of the divi
dends in payment of premiums, but permitted the Company to invest these
for his benefit. Here are the particulars:

The dividend additions paid to the estate were 139 per cent, of all the premiums
paid for the insurance.
Mr. Mark Banka was the treasurer and cashier of the Greenwich Savings
Bank, and died at the good old age of ninety-four. He appreciated the
power of compound interest, and his wisdom is exemplified by the result o
nis method of investment —a result that has never been equalled by a policy
holder in any other company in the world.
