At the next meeting of the commie*
alone the Americans will learn the
definite attitude of Spain on any
proposition thus far made. The Span
iards, however, in thia preeentatjon,
will not declare all negotiations closed.
They wilLinsist that the sovereignty
of Spain over the Philippine islands is
beyond question, but will announce
Spain’s readiness to yield that cover*
eignty for an adequate equipment and
will then invite negotiatione under
the Spanish construction of the pro*
tocol.
The American commissioners Bay
then communicate their final attitude
to the Spaniards,lbut the Americans
are expected at a future meeting, to
present a carefully prepared conclu*
eion of their contention and condi*
tions. Should they be different from
those already presented, the time will
then have arrived when Spain will
declare herself helpless, though steed*
fast, and will await the next steps Os
the United States, whatever they may
be. Thus Spain will be able to say to
her creditors that she has done her
utmost and that the issue must rest
between them and the United Stales.
Death as Mrs- Raadall-
Mra A- M. Bandall died yesterday
morning at 9:3oo’clock at the home
of her son, Mr. B. 0. Bandall, on Pop
lar street. Mrs. Bandall was stricken
with paralysis about four weeks since,
and her loved ones realized that all
they could do was to make her last
moments peaceful.
The deceased was 68 years of age,
was a consistent member of the Bap
list church, and fell asleep trusting in
the promises of her Saviour.
She leaves three children, Mrs. Geor
gia Lassiter, of Waldo, Ark., Mr. B. C.
Bandall, of this city and Mr. W. D.
Bandall, of Corinth, Miss, who have
the sympathies of our community.
The funeral will be from the Baptist
church at 10 o’clock, this morning,
and will be conducted by the Bev. T.
W. O’Kelley.

The movement of the Seventh Corps
to Havana &ay be .delayed by the
smaanitary condition of that city
longer than was expected. In the
, little talk which Gen. Lee made to the
, troops on Fridsy, he said that be was
preparing a speech which be was go*
lug to deliver to them in Havana,
probably the latter part of this month.
He did nbo intend, of course, that
what be iati shoOld be taken very
seriously. Still there' is ground for
thinking that when he made the re
mark he thought it probable that the
movement to Havana would" be be- 1
gun not later than the latter part of
this mouth. The statement in our
Washington dispatches yesterday, rel
ative to the outcroping of yellow fever
in that city, and the hesitation on the
part of the government to send troops
there before the city has been given a
thorough cleaning, justifies the opin
ion that the Seventh Corps will not
start for Havana as soon as the latter
part of this month.
There is considerable danger from
yellow foyer in Havana, and the re*
porfoveeeiveAfrom there indicate that
the danger will continue for weeks
unless the city is thoroughly cleaned
up at once. Two army officers have
died from it within the last two or
three days, and it would not be sur*i
prising if reports were soon received
that others are suffering from the dis
ease. It is pretty certain that the
government will not send troops there
as long as there is serious danger that
there would be an epidemic of yellow
fever among them. Gen. Wood ap
pears to have succeeded beyond his
expecta'ions in keeping yellow fever
from making its appearance io Santi
ago What has been done in that city
in keeping down the fever can be
done probably in Havana. It will
take a great deal more time, however,
to make Havana a comparatively
healthy city than it did Santiago.

the troops a little while than to lake a
great risk io the matter of sickness
among the troops The soldiers seem
to be pretty well satisfied here, and
the people are satisfied to have them
