pretender not to plunge the/ country

quantity. It» freely admitted that
from them there ie no danger, inas*
much as they are hoplesaly divided.
French friends of the United States
continue to discuss the results that are
likely to grow ont of the American
tendency toward expansion Prof.
Pierre Emile Levasseur, a prominent
political economist and a member of
the Institute of France, fears that 000
of the results of an expansion may be
to make America more protectionist
than ever.

place to raise the necessary funds.”
Robert de Caix, a leading writer on
Deo Debate, devotes a long editorial to
tbe report of Secretary Alger. While,
in hie opinion, the Americans enter
upon their new departure with many
things io their favor—their recognized
business ability and their open-mind
edness, for instance—he still believes
they have many bitter disappointments
before them. “Hence it is with friend
ly curiosity,” be says, ‘'that we see
them take op a difficult task which
_we ourselves have undertaken, and in
which, op to the present, we have so
poorly succeeded.”
Only a Down Bicycles in Bibb-
We have no desire to arouse tbe ire
of the bicyclists, but just tbe same, we
will refer to them to illuej/ate the
praoliee of tax dodging in Georgia.
Not to all of them, of course, but only
to these whom tbe cap file. For in
stance the value of bicycles returned
for taxation in Bibb county is $1,260,
as shown by tbe tax receiver's books.
This amount would properly present
about a dozen full grown bicycles. And
yet we ell know, as a matter of fact,
that there are as many as thirteen or
fourteen bicycles in tbe county. We
expect the average pedestrian is al*
most run over by that many every
week. The city tax books show that,
in reality, there are fifty times that
number in the city alone. And yet.
But what's the use? Tax dodging in
Georgia is so common that very few
people think anything of it. Il is not
confined to the bicyclists alone, but,
on tbe contrary, the tax books will
show quite as few horses in proportion.
Tbe situation is simply this : nobody
pays on such property, or, indeed, on
any personal property, unless the
matter is presented so pointedly that
it cannot be evaded. And we have
never yet heard of a tax official doing
anything of this sort.
But it ie a rank injustice to cut
down the common school term while
more than tbe necessary amount to
sustain the schools is lost every year
through shameless tax dodging—a
practice that has grown common,
either through tbe callousness of the
individual or tbe indifference of offi*
ciale. A practice, at any rate, that
should be put an end to—Macon

Cuba and Annexation-
Il is a safe prediction that inside of
a year after our government has taken
possession of Cuba the sentiment in
favor of annexation will be strong in
every town in tbe island. Wbat the
better class of Cubans want is a stable
government. They are not so anxious
for independencc-lor self-government.
The reason for this statement is found
in tbe sentiments which were express
ed at a dinner io Santiago given to
Robert P. Porter, the agent of our gov
ernment, who was sent to Cuba to in
vestigate conditions there relative to
tbe tariff. The dinner wee given to
Mr Porter by a large number of the
leading citizens of that eity on Sunday
last. It is said that the remarks favor
able to annexation which wore made
in the speeches—and there were many
of such remarks—wore heartily ap
plauded. Immediately after Gan.'Wood
was made military governor of Santia
go there was little or no sentiment
there in favor of annexation.
Wbat has caused the change? Tbe
answer to that question is, that for the
first time in many years Santiago has
a stable and liberal government. The
ad mi List ration of all tbe purely local
offices has been put in tbe hands of
Cubes, and Gen. Wood has been care
ful to select for official positions men
of ability and high character. The san
itary condition of tbe town has been
looked after and the best of order has
been preserved Gen. Wood has given
tbe citizens of Santiago an object les
son, knd it has bad the effect of makv
ing annexationists of them.
Wbat has taken place in Santiago
will take place in all the towns of Cu
ba, provided tbe president is fortunate
enough to get as good military officials
in the various towns as Gen. Wood has
proven himself to be. Tbe people are
tired of disorder and violence—those
who bave anything at stake. As soon
as they learn by practical experience
that American administration of their
affairs is desirable and beneficial the
annexation sentiment will become
strong among that class of tbs Cubans
who make public opinion.
Whether or not there will be an ef
fort to bring about annexation in the
near future is a question about which
nothing can be said with any degree
of certainty. There will be no an*
nexation before self-government is
given a trial. But annexation may
not be delayed long after an indepen
dent government it established Tbe
loading Cubans aro afraid that tbe
people are not yet ready for self gov
ernment. They are afraid of the ex
periment. As soon therefore as they
become tborougbly satisfied that tbe
purpose of our government is to deal
fairly with tbe island they will bo
outspoken in favor of annexation. It
will not be necessary to establish
newspapers in Cuba Jo advocate an
nexation It will only be necessary
to appoint |k the bead of affairs
in tbe different towns during the mili
tary occupation men of integrity and
good business sense.—Savannah News.

The Secretary nl the treasury in his
annual report, shows that the total
revenue* of tbe government from all
suuraM for she fiscal year ended Juno
30,1898, were $494333,96376, and tbo
total expenditures $532.381,247 36,
showing a deficiency of $38,047,247 80
The revenues were $63,94678686
greater than tbe previous year, and
there was an increase in tbe ordinsry
expenditures of $77,594,423 23.
It io estimated that the revenues for
the current fiscal year will amount to
$577,874,647 37 and tbe expenditures
will be $689,874,647.87, leaving a de
ficit of $112,000,000 00.
Relative to natioual banks,'tbe sec
rotary says:
“During tbe existence of the nation
al banking system up to tbe close of
tbe year ended Oct. 31,1898, 5,151 na
tional banks were organized. Tbe
number in operation is 3,598. Os tbe
closed associations, 1,194 were placed
io voluntary liquidation by tbe share
holders, and 359, insolvent, in charge
of receivers. On Oct. 31,1897, there
were in active operation 3,617 asso
ciations. During the past year 56
were organised, 69 placed in volun
tary liquidation, 7 failed, including
one of the banks in liquidation, above
referred to, making a net reduction
during that period of 19 banks.”
With teference to our foreign com
merce the secretary says: “Tbe for
eign commerce of the fiscal year 1898
in many respects has been phenome
nal. Tbe exportation of tbe products
of both field and factory exceeded in
value those of any preceding year, and
tbe grand total of exports was tbe larg
est ever recorded. For the first time
in tbe history of our foreign commerce
the year’s exportations averaged more
than $100,000,000 per month, tbe total
being $1,231 482,330, against $1,050,-
993,556 in 1897 and $1,030,276,148 in
1892, and other ysare having reached
tbe billion dollar line
“Os our domestic exports, tbe value
of agricultural products was $853,683,
570, surpassing by $54,355,338 tbe
highest record ever before made, that
of 1892. Our manufacturers also made
their highest record of exports, those
for tbe year being $290,697,354 against
$277,285,391 in the preceding year.
For the first time also in tbe history
of our foreign commerce, the exports
of domestic manufacturers were great
er than the imports of foreign manu
facturers, while tbe total exports of
the year were twice as great m tbe to
tal imports—a condition heretofore
unknown, the trade balance in our fa.
vor being more than twice as great as
that of any former year.”

Gov. Tanner is evidently trying to
show wbat a bold, bad man can do in
the executive chair. He defies the
grand jury, which has indicted him;
says he will not obey its behest, and
declares be will kick out any sheriff
who comes to arrest him.
In doing this be puts himself above
tbe law, and makes himself virtually
a dictator. How much of this kind,
of thing the people of Illinois will
stand remains to be seen. They have
not begun to take it seriouslyjas yet.—■

The New Orleans Live Stock Enterprise,
one of the smallest papers printed in the
United States, has introduced a novelty
in live stock reporting, that of giving the
market conditions in versa. The two
rhymes which follow are fair samples and
are from issues of a late date:
Milk cows still In good demand,
Beeves and yearlings on a stand.
Sucking calves are sure to land;
Sheep are dull and still on hand.
Hogs are right and prices grand;
Music furnished by the band.
Receipts of beef extremely light.
Milk cow prices out of sight,
Calves and yearlings selling right;

Italian Naval Reform.
Admiral Palumbo, the new Italian min
ister of marine, has decided to strike from
the list of the active fleet all the ships
which, during the next naval maneuvers,
show a speed inferior to that laid down
by the navy regulations. In addition,
every effort Is being made to promote
economy in the construction of battleships
wherever such economy can be effected
without lore of power. For instance, in
stead of paneling officers’ cabins and sa
loons with expensive woods, simpler ma
terial will be employed. The older iron
clads, like the Dandolo and the Dulllo,
will ba examined and refitted wherever
necessary. Besides all this, the German
firm of Schicau has been commissioned to
build four torpedo boat destroyers, one of
which Will have a speed of 80 and the
other of 32 knots.
Tried to Climb a Steeple.
A young woman was arrested in Vienna
the other day for trying to climb a church
steeple. She said that she wanted to place
a flag between the two belfries so that ev
erybody could see it. She expected, tha* U
the emperor was told that a woman had
put It there he would want to see her, and
he would then be anxious to grant her
wish. This was to get her grandfather ad
mitted as one of the 12 old men at tbe
next annual foot washing at the Burg pal
ace on the Thursday before Easter.
