STAYS TAX BATS Cutting Dowa Appropriations Makes It Less Thai for 1898. Atlanta Dec. 7—The state tax rata for the years 1899 and 1900 will be .85 mill*, or 85 cents on 81,000, less than that for 1898. The rate as fixed by the bouse In considering the general tax bill this morning io to be 5 36 mills, as compar ed with 6 21 mills for the present year. It is estimated that there will be nearly half of a mill fnitber reduction if the Brandon penaion bills, which have passed the house, become laws. The appropriation b»’l as adopted by the committee of the whole bouse was passed with a few changes. The tax on bicycle manufacturers or dealers and that on commercial agencies were reduced from S2OO to SIOO a year. There was * n n *y ’ ole taken on the school fund, and all but ■even members who were in the bouse at the time approved the SBOO,OOO ap propriation. In the senate there was an effort made to reconsider the . bill cutting stenographer’s pay. The motion to reconsider was indefinitely postponed. Mr. Calvin’* bill to test the consti tutionality of the 10 per cent, tax on sta|e banks passed the upper bouse. Washington, Dec. 9—Tbe findings of tbe naval board of inquiry appoin’e ed to investigate the loss of the Span ish armored cruiser Maria Teresa wero made public by the navy department today. The court exonerated Lieuten ant Commander Ira Harris, and found that Lieutenant George P. Blow, of tbe Vulcan, acted properly in directing that tbe tow line between the Vulcan and the Maria Teresa be cut. It ie recommended that no further proceed ing* ba h«d. The navy department I bujMOt taken any action on the record mendatfon. The court says: ‘•The voyage wa* favorable until the morning of Nov. 1. The towing against a heavy head sea opened leaks in tbo , vessel, which had not been discovered in smooth water, causing an inflo# of water, which could not be cleared by tbe pumps. It further appear! that the failure of the pumps to clear the ship was duo in a measure to neglect of tbe people in charge properly to ( clean out ths bilges before starting. The failure of tbe two principal wreck ing Dumps, caused in the one case by the welting and slipping of tbff bands ( and in the other by tbo breaking of tbe priming pump, added to tbe diffi culty of the Situation. ‘•Tbo wreck drifted from the time of abandonment at 5:11 p. tn , Nov. 1, about fifty five miles W. 8. W. 1-2 W., stranding on Cat idand, near I Bird Point, where iht now lies hope-1 lowly wrecked and abandoned. It weald aeem that the casting off of the tow line and consequent freedom of the ohip to drift before wind and sea caused a great improvement in her condition. “Finally, tbo court finds that the abandonment of the steamer Infanta Maria Teresa was in no wise due to fault or negligence on tbe part of any officer of tbe navy, and is of the opin ion that no further proceedings should be bad in tbo matter.”! Text of the Brandon Measure Which Has Passed the House- Following is the Brandnn pension bill which was passed by tbe House of Representatives of the Georgia legis lature : “Section 1. Be it enaeted by tbe general awembly of the state of Geor gia, That section 1262, of volume I, of the code of said state of the year 1895, be and is, hereby amended by adding the following words at the end of said section, to-wit: ‘Provided further, that no person whatever, whether she has heretofore received S pension under this section or not, shall be entitled hereafter to be paid any pension here under unless she shall prove by her | own affidavit and that of one other person who knows her circumstances | that owing to her poverty she ie unable ( to provide a living for herself io addi- I tion to tbe proof required by section , 1263 and under other statutes pertain , ing thereto: but those wboee applica- I tions fur pensions shall have been , granted before this act shall take effect shall not be required to make any further proof under this act except that hereinbefore required for showing that owing to their poverty they are : unable to provide a living for them aelvea, so that said section when tbua amended aball read as follows: To tbe widow of every Georgia Confederate * aoldier who enlisted io a Georgia regi ’ ment, aud to the widow of every Con federate soldier who is herself a native t Georgian new reaiding in the state of , Georgia, and no tong aa she may cou i tinue to reside there, aball be paid an .
