Apropos of the agitation on the subject oi cheaper postage between this country and Great Britian, it is pointed out that the cost of a first class ocean passage between thia conn try and Europe averagea about SIOO. The ebarge for carrying tbe same weight of letters as tbe passenger weighs is 1187. When General Fitzhugh Leo left Havana at tbe outbreak of tbe war be gave notice that he would go back again. Yesterday bo sailed for Cuba, and on the lat of January will enter the city and raise over Moro castle the American flag which he brought away fretn his headquarters as consol gene ral This time be will be tbe com mandant of Havana, not a suppliant for tbe commandant’s favors—New York World. It has been discovered that the new Tombs prison in New York Has been constructed open plans that are de* festive. Tbe iron girders supporting tbe floors are carrying more weight than they will bear. Ao the contract doos not provide for any penally in tbe event of defective plans lhe con* tractor cannot be held responsible, and the expense of making the changes, which may amount to the practical reconstruction of lhe build ing, will have to be borne by the city. "If there be any at this late day wbo still doubt that Dewey ia a name to conjure With,** says tho New York Tribune, “here is tbe latest fact they must explain away. Io the rooms of the Hardware Club, on lhe lop floor of tbe Po. tai Telegraph building, hangs a picture of the redoubtable Vermont Admiral. It is the only article in lhe room that was not destroyed or dam aged by the fire Bunday night. Tbe window frames, lhe hangings and oth er pictures all suffered severely, but Admiral Dewey’s picture is still as clean and fresh as on tbe day it was hung.” How are lhe two great parties going to line up on lhe question of annexa tion and expansionT Tbe Washington Poet thus reads the eigne of the limes: “The democratic party, if present in dication do not prove misleading, will be aligned in opposition to the con templatsd departure. It will have upon its side serious and weighty ar guments, advanced by thoughtful men whose patriotism no one oui impugn. If lhe enthusiasm coincident with the war shall pass away, as it may do, and be eucceeded by a spirit of conserva tism, this spirit will be found to be supporting the democrats.” Tbe Jonesboro Enterprise says any sensible man who steers clear of tbe line of demagogy is compelled to admit that, with a large deficit in tbe finances of the state and rigid economy a ne cessity, it would be perfectly just and timely to provide that pensions be paid only to the needy veterans and the school fund allowed only to give chil dren the advantages of an elementary education. Os course there is a sacred duty to perform in dealing with these two appropriations, but that duty does not call for extravagance in the lace of a deficit and with taxes already burdensome. When legislators rise above demagogy and stop playing to the grand aland, then we may expect some economic legislate on the right line. Winter Tourist Tickets. The dividend additions paid to the estate were 139 per cent, of all the premiums paid for tbe insurance. Mr. Mark Banks was the treasurer and cashier of the Greenwich Savings Bank, and died at the good old age of ninefy'-four.
