An Offensive Campaign Will be As
sumed in the Philippines
Washington, Feb. 23 —The war de
partment has arranged to despatch
further reinforcements to General Otis
at Manila. The regiments selected are
the Ninth infantry, now at Naw York,
and the Sixth infantry, at San Anto
nia, Texas.
Both these regiments will go byway
of San Francisco. Il is expected that
the transports Inking them will be able
to leave by March 15
By that date General Ous will have
received all the reinforc mer ts now
afloat and bound for Manila save those
on the Sheridan, which sailed from
New York last Sunday. This will give
him 6,000 more troops, made up of the
flower of the United Slates army,
regulars tried in Indian service and
most of them inured to the Cuban
climata in its worst aspects, having
participated in the campaigns there
during the last wet season.
Every report that comes to the war
department goes to convince the offi
cials that an offensive campaign must
be immediately assumed in the Philip
pines. This is no longer a matter of
choice, but of necessity, against which
the officials say sentimental considers
tions cannot stand In their opinion
the lives and health of American troops
now in the neighborhood of Manila
depend upon the initiation of such a
campaign
Unless detained in Washington by
an extra session of congress a number
of the senate and house naval com
mittees will make a visit to the prin
cipal ports of Cuba and Po'to Rico on
the United Stales ship Dolphin in
March.
The committeemen purpose visiting
Havana and San Juan especially to
look at the naval stations there and
ascertain from personal observation
just what ie needed to modernize
tbem.jTheDolphin will also run up the
Mississippi to New Orleans and Al
giers, where a big steel floating dock
is to be built.
The naval station at Pensacola and
that at Key West a’so will be in
spected.

Privates Will Have Chance
Soldiers in tbe regular army in the
department of the gulf will be allowed
to compete for commissions. The
order directing that a board convene
for the examination of the candidates
for commission has been received by
Major Henry T. Allen, adjutant-gen
eral of the department, and it war
issued by General Swann at the in
stance of the secretary of war.
The order directs that the board con
vene on March 20th and all soldiers
who are ambitious for commissions
will appear at that time. The board
will proceed as is provided for in sec
tion 3, general order No. 79, of the
series of 1892, which directs the men
tal and physical examination of can
didates.
The examination is very severe and
only those who are fully capable in all
respects of becoming army officers will
be reported upon favorably by the
board. The examination is made moral
ly, mentally and physically.
There are a number of soldiers now
in this department who enlisted for
the purpose of competing before the
board for commissions and the an
nouncement that the secretary of war
has directed that the board will con
vene will be welcome news to them.

ATTEMPT TO BURN MANILA
Town Was Fired in Four Places and
Saved Only By Hard Work.
Manila, Feb. 23.—Last night was
one of terror to thousands of the in
habitants of th is city
Notwithstanding the watch kept
upon the natives, they, as a result of
conspiracy among the leaders, attempt
ed last night to destroy Manila with
fire.
Fire was started simultaneously in
the quarters of Santa Cruz, San Nicho
las and Tondo, and in a short time the
flames spread to such an extent that
the destruction ofThe city was threat
ened.
The troops and the foreign residents
worked manfully to check the flames,
but it was not until this morning that
it was under control and the city out
of danger. The loss will be very heavy.
During the confusion the native
sharpshooters concealed in the vicinity
of the burning quarters fired upon the
troops in the Tondo quarters. Seven
members of a Minnesota regiment
were wounded, including Captain
Robinson. There was the wildest ex
citement among the natives, who were
primed for a general uprising. They
were overawed by force, however.
The Nebraskans yesterday drove a
force of 300 Filipinos three miles to
Pasig, killing many of them Twenty
one dead were found on tbe field.
Three of our men were wounded, but
none killed

natives who refuse to take up arms
against the Americans. Under this
threat many pacificos have heen press
ed into the active army.

How to be Rich in 1,000 Years.
Much amusement has been caused
in Birmingham by th« arrival of a
check for £lO at the Lord Mayor’s
office under the following circum
stances ;
A few weeks ago it was decided to
acquire land upon which extend

not be got freehold, but a 999 years’
lease was given. To this Aiderman
Manton objected, and pleaded that at
the end of the lease the buildings
would revert to the ground landlord,
and £5,000,000 in ground rent would
have been spent in vain.
Alexander Chance accordingly sent
a £lO check to the Lord Mayor, to be
invested for 999 years at 2| per cent.
At the end of the period this would
yield £58,899,000,000 or an income
yearly ol £20,000,000. This sum Mr.
Chance waggishly suggested would
recoup Birmingham for the sum ex
pended on ground rent.
When interviewed, Mr Chance said
he was quite serious. “When the time
comes,” he said, "there will be no rates
to pay, and every citizen will live in a
suburban villa provided and lighted
by tbe municipality—London Mail.

PROMOTION OF DEWEY
Boutelle Pocketirg the Senate Bill
Creating Grade of Admiral.
Washington, Feb. 23—Representa
tive Boutelle, of Maine, chairman of
tbe committee on naval affairs, is be
ing severely criticised by tbe friends
and admirers of Admiral Dewey for
his action in pocketing tbe senate
bill creating tbe grade of admiral.
As previously stated, Mr Boutelle
desires to have provision made also
for tbe grade of vice admiral for the
benefit of Admiral Sampson, but it is
deemed useless to attemp. to confer
the honor upon him at the present
lime, if for no other reason than it
would mean tbe discussion in a new
form of the unfortunate Simpson-
Schley controversy.
Dewey’s case is unique, and his
friends see no reason why the question
of conferring a deserved honor upon
him should be involved in a dispute
as to the professional merits of other
officers of the navy. Il is pointed out
that congress bus as yet granted no
special distinction to Dewey for his
great deed in Manila Bay. He was
made a Rear Admiral, it is true, ims
mediately after his famous victory,
but he wou d have wen that rank last
December in the ordinary course of
naval promotion. Moreover, it is a
fact that Dewey will be retired next
December al his present rank if this,
congress does not authorize bis pro
motion to the higher grade. There is
a general sentiment in co igress in fa
vor of rewarding this undisputed naval
hero of the Spanish war, and it is
hoped that Chairman Buutelle's op
position will be overcome, and the
senate bill creating the grade of ad
miral passed by the house in time for
the president to nominate George
Dewey for the place and tbe senate
confirm the nomination before tbe
close of tbe present congress,

Balloons in War.
During the expedition to the Soudan
the balloon corps was of immense ser
vice in disclosing the position and
tactics of tbe enemy. In one particu
lar instance the Soudanese attacked
Gen. Mac Neill’s zereba (earthworks)
established to protect the environs of
Suakin, near Tamai. The attack took
place during the night, and before
help could arrive most of the British
soldiers were hors de combat although
they just managed to keep the ze:e *
from falling into the hands of the
enemy. Alter this Maj. Temple made
several ascents w'th his captive bal'
loon, and detected the enemy in the
bush preparing to make another attack,
while the force iu the zereba, thinking
that they bad quite retired, were to
tally off guard.
Col. Templer says that the sight if
the balloons has a very demoralizing
effect upon the natives of these coun
tries, since they cannot fiad cover
from them to hide their movements,
for even at night they ar© easily de
tected from the balloons by means of
the powerful electric searchlights car
ried in the car. These natives are in
the habit of crying out that they can
not fight against troops reinforced
