OTIS HAS MANY REBELS
Troops at Manila Reported to be in
a Splendid Condition.
Washington, March 3 —The follow
ing dispatch has been received by
Secretary of War Alger from General
Ohs in answer to Secretary Alger’s
inquiry of yeaterd-iy, respecting the
number of American prisoners held
by the insurgents :
“Manila, March 3.—Secretary of
War, Washington: Insurgents have
not taken nor do they hold a single
prisoner of war. They have three
soldiers in Mulolos picked up in Jan
uary, who without pertni-smn went
among them near Cavite and Caloo
can. I ami looking after them and
providing money. Have captured
over 1.500 insurgent soldiers since
February 4, and bold the majority as
prisoners of war. Det i irnental re
ports which reach the United States
manufactured mostly in Hong Kong.
Troops here in epiended condition.

General Wheeler will be given a
division in the Philippines, and will
be ordered there at an early date. It
is understood General Wheeler him
self prefers to go to Cuba, but the
president desires to send him to the
Philippines instead, where his states
manship will be as valuable as his
military experience,
Death of Dr. Touchstone-
Dr. W. H. Touchstone died at his
home near Zetella yesterday afternoon
at one o’clock He had been confined
to his room for several months as the
result of a sltoke of paralysis, and his
death was not unexpected.
The deceased was 60 years of age
and at one time enjoyed the largest
practice of any physician in this
county, but bis failing health forced
him to give it up Since then he has
devoted his time to managing bis large
plantations, and was as successful tn
farming as in practicing his chosen
profession, and accumulated several
valuable plantations.
He is survived by a wife and nine
children, who have the sympathy of a
large circle of friends.
The interment will take place at
the family burying ground this after
noon at 2 :30 o’clock.
Croker’s $16,000 Dinner
Richard Croder today confirmed the
statement that tbe democratic club
was going to celebrate Thomas Jes
ferson’s birthday by a $16,000 dinner
at tbe Metropolitan opera house. The
dinner is to take place on April 13. It
is to be attended by the 1,500 members
of the democratic club, who will be
assessed $lO apiece, and by 100 special
guests. Mr. Croker said it had been
under consideration by the managers
of tbe club for some time, and that
decisive action would be taken at a
meeting of the board of governors to
morrow night.
Mr. Croker’s idea is to make tbe
dinner the largest that has ever been
served in tbe city. The Metropolitan
opera house i» tbe only building iu
the city where 1,600 persons could be
suitably served Stewart Ross, the
caterer of the Democratic club pro
poses to build a temporary shed over
the Thirty ninth street sidewalk to be
used as a kitchen for the evening,—

Hot Time in Jasper, Ind
The ctazs over heroic advertisement
seems to have been run in tbe ground
by some ardent crank in Jasper, Ind ,
says the Galveston News. A notice of
a religious revival at that place reads
as follows :
‘Struck by lightning! Jasper all on
fire! Fire started in the ‘Amen corner’
of the first Methodist church last Sun
day, assisted by tbe Rev. Laberteaux
of Jasper, assisted by the Ram’s Horn
band of Adrian and others. Tbe devils
fire department from hell assisted by
hook and ladder company, can’t stop
i’. Glorious disp avs of light and
heat every night! All are invited to
come and tbe icicles melted from
their souls. Mothers have special in
vitation to come and bring their cry
ng babies. No terrestrial loa’ers al
lowed on tbe scene.”

WESTERN UNION'S PROTEST.
It Asserts the Sole Right to Operate a
Cuban Cable-
Washing ion, March 3—The secre
tary of war has asked tbe attorney
general for an opinion as to the right
of the government to grant a franebire
for a telegraph cable line between the
United States and Cuba to the Com
mercial Cable Company.
When application for this conces
sion was made to the state department
a protest was entered by tbe Western
Union Company on the ground that
it held a . monopoly of the right to
operate a telegraph cable between the
United States and Cuba under a con
cession granted to the International
Ocean Telegraph Company.
This concession was granted on Dec.
5,1866, and was to expire forty years
from date, or Dec. 4, 1906. The state
department decided that it had no
jurisdiction in tbe mailer, Cuba being
under military control, and referred
the case to tbe war department, which
has in turn referred it to the attorney
general for a legal opiuion as to the
validity of tbe franchise granted to
the International Ocean Telegraph
Company.
Involved in the question at issue is
a more important matter, affecting
tbe present relation of the United
States and Cuba. The point has been
raised that, as the United States are
acting merely as trustees for Cuba
pending tbe establishment of a stable
form of government in the island, this
government has no authority to grant
a permanent franchise to a company
to operate a telegraph line with a
landing on Cuban soil. The attorney
general may not render an opinion on
that question, but if be does not, the
war department will take up that as
pect of the case with a view to estab
lishing a precedent.

CUBANS DENOUNCE GOMEZ
Revenues Are Greatly Curtailed in
tbe Santiago Province
Havana, March. 3—The Cuban as
sembly had a stormy session at Maria
no today, discussing the payment of
the Cuban army.*
The debate began with attacks on
Gomez, whereupon tbe president de
clared that the session would be secret
and the army officers and reporters
were rejected.
The officers were bitter ami declared
that they had no confidence in the
representatives. The eecre session
was one long wrangle
Sanguilly and Porlnerdo charged
Gomez with having been bribed by
the Americans. It was finally decided
unanimously not to accept the the
three millions offered by President
McKinley as total payment for the
army.
It was estimated that fifteen mil
lions would be necessary, and it was
decided to raise a loan of twelve mil
lions which, with the three millions
offered by the Americans, would be
sufficient. A commission was ap
pointed to propose the terms of tbe
loan
Dispatches from Santiago say that
all public improvements in this pro
vince will practically cease tomorrow,
as the result of the revenues beo
ing sent to Havana. General Wlod
will be allowed only SIO,OOO during
March for the prosecution of work re
quiring $70,000.
General Brooke's order means the
discharge of several thousand men
who have no other means of support
and will increase the discontent.
Additional regiments will be needed
to subdue tbp roving brands of bri
gands now threatening the safety of
the province.
The cruiser Reina Merceder was
floated today.

The Moore Case.
It would not be in the least suipris
ing if Fayne Moore, the young Atlanta
woman who has attained so much un
enviable notoriety in New York as the
partner of her husband, in a badger
game, should succeed in escaping the
clutches of the law. For some unac
countable reason Martin Mahon, tbe
prosecuting witness, lias disappeared.
Without him the fair defendant can i
not be convicted, says the Savannah
News.
Some will say that Mahon feels that
he has been disgraced enough on the
witness stand, and that, to avoid such
an ordeal as that through which he
passed when the hm-brnd of the de
fendant iu the present case was tried
and convicted, he has decided not to
appear as a witness in the pending
Case. That explanation may be tbe
correct one. But there is another
reason, and it may be the right one,
why the prosecuting witness is among
tbe missing, and that is that he does
not want Fayne Moore convicted
He, at one time, had a very kindly
feeling for her, and tbe probability is
that he bears her no ill will now. The
conviction of the woman’s husband
satisfies his desire for revenge, and he
may be entirely willing that the wife
shall escape the penalty for her part
in tbe crime. Any way, it looks as if
the famous case was to have a rather
ignominious ending so far as the fair
defendant in the present case is con
cerned. Separated from her husband,
it may be her desire and intention to
lead a better life and be a better wo
man than the charges against her in
dicate she has been.
