If tbo people don’t understand the
tariff question pretty thoroughly be¬
fore the next election, the fauit will
not bo with Congressmen. In ad¬
dition to the seventeen day’s de¬
bate, which was begun this week, >
thousands of copies of speeches here
tofore fV'ivered have been scattered -
over the country. The President’s
mes-age leads the other tariff docu¬
ments in circulation, one and a half
million copies of it having already
been distributed, with the prospect
that a nvilion more will be sent out
before November. About -80,000
copies of the majority report of the
Ways and Means Committee were
subscribed for by the Congressmen,
and 100,000 copies of Mr. Mills’
speech, opening the tariff debate,
were distributed. Mr Kelley's re¬
ply was not so much in demand,
only about 40,000 copies of it be¬
ing callod lor. The tariff speech of
Senator Frye was sent out to the
number of 300,000, and that of Sen¬
ator Sherman to 200,000. Senator
Colquitt’s speech was evidently well
thought of, for 180,000 copies of it
were demanded, while about the
same number of that of Representa¬
tive Nelson wore called for. These
documents cost the Congressmen
not less than *2,50 a thousand.

land, Colquitt and Stewart.

A woman who haa the craze for stamp
collecting called at the Bangor postoflice
recently and said she wanted to buy
■Vnmo of the stamps which are canceled
when postage is jiaid on regular publica¬
tions. " It is against the rule to sell these
stamps, and the woman’s remark led to
an investigation by an inspector. Ac¬
cording to a rule of the department, mail
matter prepaid is receipted in a book,
which is sent to Washington when filled.
Stamps of a particular sort were placed
on the receipts and canceled. As they
were never allowed to go from the office
they were of course of great value to cot-
lecton*. The inspector found that the
ix>ok hail been taken by an employe, who
believed it to lie of no value. He sold
them and found eager customers for
them Whatever he had on hand he
gave to the inspector who called on him.
