Queer Weather Telegram*.
“Rattletraps, pigs’ tails and porcu¬
pines” was the telegraph river report
received by the signal office from 'Weston
this morning. Obviously, that means
that the Monongabela was rising there,
that there had been nearly a seven foot
gain durffig the day, that the rain?;.il wns
0.58 inch, und that the wind was from
the northwest. “Coal scuttles, flour bins
and fire balloons” was the message from
Morganton. Naturally that meant arising
river, 5 feet 0 inches of a change, 0.35
inch of rainfall, and a northerly wind.
The signal service does all its reporting
in cipher. All river messages are re¬
ceived in the above kind cf language.
It Is a laughable thing to have to call at
the office at an early hour on business and
hear the jargon that is being called out
from the telegrams. The oddest words in
the language seem to have been selected
to form the cipher. The use of a cipher
at all is characteristic of the difference in
the management of a government depart¬
ment aud-a private concern. It is difficult
for au ordinary miiAl to see any need for
•t. The only conceivable theory it can be
justified on is that the department was at
one time a branch of the military service
and that therefore the fiction should be
kept up that some mysterious enemy was
iu the country whom it was needful to
delude. Many people will be apt to think
that, with all due respect to the depart¬
ment, it could hot delude an enemy worse
than by furnishing him with some of the
predictions that are daily furnished to the
