ly or by slow degrees, they are, in
either ease, a great evil and mnch
to be dreaded, and yet America
will always be troubfed by these
spring overflows. Probably one of
the most disastrous that was ever
known, oconrrcd in. Rochester, N.
Y., about twenty years ago. The
Gennessce river, just above the falls
where Sam Patch made bis Anal
and fatal leap, became completely
blockaded by. ice, forming an im
passible dam, and the water com
ing down the Genncssee river
overflowed the principal portion
the city of Rochester. This catas
trophe would have been repeat
ed the present year had not the
energy' and foresight of the city
authorities preventcu it. The wri
ter happened to be in Rochester at
that time and was greatly interest
ed in the manner in which this
t reat catastrophe was averted.
Ivery few moments, a roar like tho
peals of thunder or tbo booming of
cannon would be heard, aod in or
der to seo this ice blasting pro
cess the writer went to tbo top
of tbo new Warner building, which
overlooks the Gonnessee river.
From here ho was not only enabled
to see ihc preoess uninterruptedly,
but also the magnificent bulldinu
wbieh has just been completed.
This is unquestionably the finest
building devoted to business and
manufacturing purpose in America,
being entirely fireproof, eight sto
ries high, and containing over four
and a quarter acres ot flooring.
Mr. Warner treated your cones-
pondont very courteously, and in
the course of the conversation
said:

business and are far behind in our

important things, as yet unknown
to the country, occurred at the re
cent meeting of the democratic
national committee in this city. For
Instance, ttie treasurer ot tbe com
mittee reported every reasonable
claim upon blm adjusted and paid
in lull, and $1,800 cash in his
hands. The books wero there to
show every dollar of receipts and
every dollar of the expenditures.
Thero was nothing to conceal, eith
er as to where the money came
from or whero it went to.
Shortly after the presidential
eleotion of 1880 it was charged by
many democrats, and the charge
was elaborated in a prominent
democratic newspaper of tbe west,
that the Hon. Samuel J. Tilden,
piqued at the failure of the democ
racy’to force upon him a nomina
tion whiob be had formally and
voluntarily deeli'.ed, secretly en
deavored to effect General Han-'
cock's deleat, working paiticularly
