To the Mayor and City Council of

The committee on Fire and Clock
make the following annual report:
They show that the oity clock ie
in good Tepair and keeps lair time,
ana is sufficient lor the present
need of the city, or a town or city
elock. It Is not altogether suffi
cient for fire purposes, but your
committee ate not prepared to
recommend the purchase uf an
other at present.
They report the lire apparatus
of the oity in fine condition. All
the engines, trucks and property of
the department are in excellent re
pair and suitable for great service,
and much la duo the Chief of Fire
Department for his fidelity and
thoroughness. We refer you to his
annual report for an itemized state
ment of the property of the depart
ment on hand. We herewith ap
pend a statement Horn the Clerk
and Treasurer’s books, showing the
expenditures in this department
for the past twelve months, amount
ing to (1,858.18.

REPORT OP STREET AND LAMP COM
MITTEE.
The Honorable Mayor and City
Council:
I hive the honor ot submitting
herewith an itemized statement of
expenditures in street and lamp
department for the municipal
-ear doling this December 22d,
,884. It will be observed that the
whole amount disbursed In the
street department la $3,645.66. Of
this amonnt $41985 is in payment
of bills contracted In 1883. Them
are alto some fraight bills of ’83
not itemized'in this report. Of
the balance ($2,386.91) $1,454.38
is the pay of the regular street
iorce. Or the remainder ($771.88)
$116.60 is for extra labor on
Hampton street sewer, which
leavea $655.28 aa the amonnt spent
for material during the year, lees
$90.00 paid for a mule to take the
place ofOld Alee, that died after
many years ot (aitbfnl service.
There are bills amounting to about
$100.00 for material in the street
department which have not been
passed upon by the Connell. I
also append an Inventory of prop
erty belonging to the city in the
custody ef the street overseer.
The expensea In the lamp de
partment are $721.71. In the be
ginning of the year the expense*
were necessarily heavy, owing to
the bad condition In which tbe

REPORT OF WELL COMMITTEE.
To the Mayor and City Council of
Americus i
The committee on wells, stores
and chimneys make the lollowing
report:
They show that the public well,
exclusive of artesian well of the
city, are in moderate repairs; that
it stems almost impossible to keep
them in good order. They show
that they are inadequate for the
S se of supplying water to the
i. They have only cost the
city this year the sum of $43.10, as
appears by tbe exhibit hereto at
tached from tho Clerk and Treasur
er's books.
Your committee make a separate
report upon tbe subject of artesian
well. They show that in pursu
ance of the contract with the arte
sian well company, that two arte
sian wells wero begun in the city,
the first reaching tbe depth of 280
teet, 8 inches in diameter, when
owing to some disaster which your
committee cannot explain fully,
the well was abandoned by the
contractor. In order to eavo to
the elty some of the expense of
sinking this well, it was decided
advisable to use tho water from
tbit well, and that perhaps the
water might be of great benefit to
the oity, with wbat result is well
known. Tbe water of the well has
been analyzed and fonnd to pos
sess valuable minerable properties,
and its flow has alto been found
abundant and can be utilized for
supplying water tor fire and other
purposes by the use of proper ma-
chineiy, which the present commit
tee recommend be done.
Tbe committee (bow that the
second well has also been abandon
ed by the contractor, alter reach
ing a depth of 720 feet, and well
cased with the best heavy artesian
drill pipe., The contractor and the
council disagreeing aa to tbe right
o( both under the contract, were
nnable to prosecute the work ,fur
ther under tbe contract, and the
matter is now involved in litiga
tion in the United States Court at
Macoo. The council has expended
in fulfillment of their contract tbe
•am of $3,634.4, and it i* tbe opin
ion ot tbe attorneys of tbe council
that we can recover back from the
contractor tbe snm thns expended
or damages ior non-performance of
tbe contract upon tbe part of tbe
contractor.
Yonr committee bate every
reaaon to believe that tbe well at
present la in good condition, and
with proper machinery and skill
could be pushed forward to com
pletion, and they unhesitatingly
recommend that the work be pro
ceeded with at a* an early a day aa
possible. They believe that with
tbe skill and machinery aforesaid
and continuous work day and night
thn well conld bo carried to almost
any depth that might be desired.
Your committee append hereto

of tbe efforts to obtain an artesian
wottinthla oity, aggregating $3,-
634.53, wnloh amount iboold be
added with tbe cost of certain drill
pipes now on hand and worth per
haps $900, and in order to utilize
as much as possible of this large
expenditure of money the present
well should be pushed without
delay. Under the terms of the
deed of consignment to the oity by
the county authorities to the 80
feet square where-the last well-is
located, unless a well ti completed
within two years from the date of
the deed the land reverts to the
county, and It is partly on this
account that tbe oommittee rec
ommend the early completion of a

To the Honorable Mayor and City
Council:
As Chief of the Fire Department
ot the city I beg leave to submit
the following annual report of the
Department: '
The four esmpanies now in the
department are well organized and
equipped for effeotual service, with
a membership ot 231. Members
Wide Awake No. 1—membership
of 66—have their engine and. hose
reel in fine order, with 500 feet
rubber and 409 feet cotton hose, all
of which are In complete order.
This company bad a new snotion
hose purchased tbe present year at
a cost of $118.00, tbe one now in
use being liable to give oat at any
moment.
Mechanics No. 2, membership of
48, have their engine and boee reel
in fine order, with 500 feet of cot
ton hose, which are all in good
order for effcotlve work.
Protector Hook and Ladder Co.
No., membership of 46, have their
trucks, ladders and hooks all in
fine condition for effective work
when called upon. Have all the
foukBabcock extinguishers placed
on the trucks this year, they hav
ing been repaired at a cost of $60,
making them now effective for firo
duty. Where our engines cannot
be used Vigilance No. 9, with a
membership of 72, have tbelr hand*
engine and hose reel In good order.
They have on reel 850 feet of good
rubber bose and 900 feet of good
cotton boie, wbieb will do effective
work. This company waa famish
ed with a new bose reel this year
at a coat of $68.00.
Tbe Department has been called
upon to do a great deal of service
during the yenr, whieb baa been
one of the hardest years for onr
department (ince it was formed;
ana they have nobly done their
dnty In aaving mnob valuable
property Irom tbe flames. Wa
have bad fonr alarms In which tbe
department conld not be of nse,
and eight very aerlont fires, one In
apeoial was the bnrnlng of the
Barlow House and block of stores,
this being tbe most serious tire
during tbe year, and in which tbs
department did fine work. I can
but point with pride to their re
cord on that occasion. The total
amount of property destroyed dar
ing the rear amounted to $64,716,
on which there was an insurance
ol $40,740. The bose of the de
partment consist as follows: Cot
ton hose, 1150: rubber, 850. We
also hav* on old reel rubber 700,
making a total of 2,700 test. The
700 feet of rubber boss now on tbs
old nel la part ft the $00 fasti
which was reclaimed at the com
mencement ot the year, and wbloh
has done effective aervioe'at all
fires snd filling cittern during this
period, nstwitbstanding they had
been thrown aside.
The olsterns are all In complete
order and are foil of water.
The supply of coal it ample for
the inooming year, and has been
purchased at one-half tbe cost at
heretofore.
I wonld respectfully make tbe
following recommendations to tbe
Oounoil and Its Firs Oommittee:
The floor in engine house of
Vigilance No. 2 is in bad order
ana need repairing at once. I rec
ommend it be fixed aa soon as pos
sible. Tbe Department needs a
hose tower for drying thutr hose
and also a more effcotlve fire alarm,
the one new in use not being suffi
cient to eall out the Department
promptly at night. These are two
very important matters for yonr
early consideration, and which I
would recommend.
I would also recommend that
more cisterns be built, at least one
each year, until our water supply
is sufficient to protoot the property
now endangered away from tbe
present cisterns.
I would also suggest that In fo-
tnre the Chief and Assistant Chief
of the Department be paid an an
nual salary. Tbe duties of the
offices, if properly attended to, oc
cupies a great dual of time, and in
whieb It is to tbe interest of tbe
city to have it properly attended
to, thereby saving a considerable
outlay. All of which Is reipeet-
folly submitted.
