the police made nearly 50,000 ar
rests last year. Of these nearly
half were for drunkenness, but
there were 182 attempts at murder,
15 cases of manslaughter and 20
uclual murders were committed.
There were also 180 cases of rob
bery and 14 burglaries. The whole
State of Pennsylvania is getting a
reputation for violence that is lit
tle, if any, behind that of Texas or
Kentucky. Gov. Pattison felt im
pelled to condemn the increase of
crime with great force in his recent
message, and to urge the more
prompt and effectual punishment
of criminals.

The Recorder has time and
again contended that the attempt
to control the tariff rates by a Rail
way Commission was detrimental
to the interests of the State, in
that it discouraged the building of
r-ilroads within its limits and the
consequent development of the
conntry. In its arguments in this
direction it has called attention
to the workines of the same sys
tem in several Northwestern states.
And now comes Mr. Hepburn,
member of Congress from Iowa,
who, in his speech on the Reagan
interstate commerce bill, made the
following statement, which con
firms the Recorder's statements :
"In the State in which 1 reside,
when the attempt was made, ten
years ago, through the adoption by
statute of a schedule of tariffs to
effect this remedy, it resulted in
the almost total stoppage of con
struction of railways; su that dur
ing four years of the existence of
that statute but little more than
half the mileage was built as duting
the year preceding the passage of
the statute, or the third year after
its repeal. Men were unwilling to
invest their capita 1 iu enterprises
of this character where it was to
be jeopardized, as it had been from
the operation of an impracticable
and ruinous statute. So that the
people of the State, in order to
secure the continuance of railway
building, were forced to repeal that
statute and resort to an entirely
different system of control.”

large proportion of gypsum and
