A Mistake. Supreme Court Decisions.

ience to the public and stimulate
enterprise. These merchants al
ready pay a license for the privi
lege ot carrying on their business,
and it seems to us unwise to tax
them for a step of enterprise on
their part. Such action ia calcu
lated to repress enterprise on tbe
part of our merchants, rather than
encourage. Jefferson baa well said
that that government ia best wbicb
governs least, and it should be tbe
policy of our city government to
interfere as little as possible with
the business arrangements of onr
merchants, so long as order is pre
served and a sufficient revenue is
raised. It should be tbe aim of tbe
Council to eac9urage all laudable
enterprise, rather than repress it.
We think the Council has made a
mistake, and we hope to see them
rectify it.
