of the commercial wealth and enterprise
of our enterprising city.
HOW THEY WOlth IT.
The reception of the annual cata
logue of the Southern Illinois Uni
versity recalls to our mind a little
incident connected with the erec
tion of that building, which serves
to illustrate the methods,’employed
in depleting public treasuries in a
legal (?) manner. In 1809 the leg
islative passed an act authorizing
the erection of a brick building at
Carbondalc, to be used as a Nor
mal University, and appropriated
a certain amount of money for the
sums, with the proviso that the
building should be Iico stories in
height. Those in charge of its
construction, wishing to make nn
imposing building of it, and at the
same time secure as much money
as possible,dug a hole in the ground
about two (cet in depth and pro
ceeded to build a baument four
teen feet in height. U pon this they
built two stories, and then to cap
the climax put on a mansard roof,
which gave them another story, so
that in reality the building ia a
four story one, which technically

A Democrat is one wbo believes
that railroads and telegraphs
should be regulated and controlled
by the operation of lrte competi
tion, with as little interference ns
possible on the part ol the Federal
legislature and the executive; and
a Republican is one who believes
that telegraphs should belong to the
Federal government, and should be
managed by it, and that thousands
of additional government agents
and office holders should be em
ployed for the purpose. Some Re
publicans also believe that railroads
should likewise belong to the gov
ernment and be conducted by it;
but these arc very advancer! Re
publicans, and the great body of
that party have not yet adopted
that opinion.”
The other day the only members
of the administration left in Wash- j
ington were Secretary I,aioar ami
Attorney General Garland, and a
Republican paper charged that the
Confederates were actually in full j
possession of the capital. Now
I, imar lias gone to the seaside, and
Garland alone holds the fort. It is i
not believed, however, that he has
any intention of seceding.
It begins lo look as though At
lanta did not want the Georgia
Midland road. Perhaps they hope
to establish a line of communica- I
tion with Columbus ou a cheaper
basis.
The Democrats of Pennsylvania
fall into line with a hearty endorse
ment of Prciidcnt Cleveland and
his reform administration.
John Sherman has opened the
Ohio campaign by a vigorous wav-
ing of the bloody shirt.

Baltimore baa produced a chap
who came within an ace of success-
fully beating the civil service ex
amination by a neatly planncil
dodge. Frank A. Geis, it seems,
wanted to be a letter carrier, but
was afraid he could not go through
the examination successfully. Wbal
does he do hut get one of his broth
ers, wbo proves to have been a very
smart young fellow, to stand in his
place before the board. The sub
stitute passed with flying colors,
reaching the very highest average
ol his class. Then the would-be
officeholder took his bright broth
er's certificate, presented it to the
postmaster and was ap|>oiuU.'d.
After .a few days, however, the
fraud was discovered and the young
man bounced. The Hallimore Sun,
treating of it editorially says: "It
is all very well to employ competi
tive examinations as a means of
picaing out the fittest mau for the
public service, but how are you to
know your fittest mau when you
see him before you for ap|H>int-
ment? May not A assume li’s
name, pass an excellent examina
tion, and when the lime for ap
pointment comes round send 11 to
take his place ? How many unde
tected cases of the lame kind have
occurred it is difficult to say.
When several hundred persona are
examined in one day by four or five
examiners, it is altogether improba
ble that the latter will be able to
recollect the face and general ap-
