A MEM>!KFATS TO THE RAILROAD
COMMISSION LAW.
The Senate committee on rail
roads has submitted a bill amend
ing the railioad commission law,
which we think corrects tie most
odious features of the law, while
retaining ull those provisions by
which the people sre protected
from unjust discriminations.
The first amendment gives the
Commissioners the power lo make
snch just, and reasonable rules and
regulations as may he necessary
for preventing unjust discriiuina
tinu in the transportation ol freight
and passengers on the railroads of
this State; and to that end shall
be authorized to make such rules
and regulations to derignate and
fix the proportion of difference in
rates of freight and passenger
transportation to lie allowed for
longer and shorter distances on the
tame or diflerent railroads ol this
Bute, and lo prescribe what shall
be the limits of longer and aborler
distances: that they shall be author
ized to make jgst and reasonable
rules and regulations lo be observed
>>y said railroad companies on said
railroads in this Btate to prevent
the giving or paying of any rebate
or bonds, directly or indirectly,
and from misleading or deceiving
the public in any manner as lo the
real rates charged for freight and
paaaengers.
The aecond amendment authorizes
the several railroads to make each
lor itselt a schedule ol just and
reasonable rates of charges lor the
transporlalionof passengers,freight
and cars on the respective railroads
in this State, ami said railroad
companies shall, from lime to time
and an often as circumstances may
require, change and revise said
schedule, ami when any schedule
shall have been changed, it shall
be the duty of each of said corpo
rations respectively to cause publi
cation thereof to be made for two
■ucoeesire weeks in some public
newspaper, published in the cities
of Atlanta, Augusta, Albany, Sa
vannah, Macon, Rome and Colum
bus, in this State, and after the
tame shall be so published, it shall
be tbe duty of each of such railroad
companies, to post at all of tbe
respective stations, in a conspicu
ous place, a copy of said schedule
to be observed by them tor the
protection of all persons concern-
ed. No increase of rates shall go
Into effect until thirty days after
tbe ffnt notice shall be given ol
It Is further provided that any
person, corporation or community
feeling injured by the rates adopted
by the rallroeds, may appeal to the
rail road commissioners, who shall
decide between the perties. The
decision of the commissioners may
be appealed from by either perty

while at the same time it throws
alt mettsary restrictions around
them for the protection of the
public. It makes the law to con
form with those of most ether
states, and removes the objections
made by capitalists to investing
their capital in railroads in this
state. It is a just law, such as the

been contending for, and we hope
that it may vpeedily go into force.

The Rkcobukb denies that the
Commission has been of benefit to
Americus. On the contrary, it
holds that it has been detrimental
to the interest of Americus, in that
it has prevented the building of a
competing road by making it im
possible to secure the co-operation
of foreign capital. It Is to-day
