Gen. Logan baa introduced a
resolution in the Senate to here
after consider nominations with
open doors. If the resolution Is
adopted there will be more bad
nominations confirmed, for many a
Senator will not dare to openly
vote against a candidate whom he
conscientiously considers unfit for
the plaoe. •
A Washington special to the
New York Gerald says: “The Re
publican managers are counting on
Democratic divisions to enable
them to defeat all the tariff as well
as silver legislation. They have
determined, if they can, to make
this session fruitless of good results
to the country, and then go into
the fall Congressional canvass with
the cry that the Democrats have
accomplished nothing.’’ We are
very much afraid that a few Dem
ocrats will aid them in carrying
out this policy, and the result will
be that the next Congress will be
Republican in both branches, and
the Demorcratic administration
will have its hands completely tied.
AHAIKNT CIVIL SERVICE.
Representative Clements, of this
State, has made a minority report
upon Seney's bill to repeal the civil
service law, in which he takes the
ground that the “grave abuses that
grew up under Republican rule’’
do not demand or j ustity the new
and radical departure in principle
embodied in the civil service law.
Any attempt to limit the Presi
dent’s power of appointment or re
moral is not valid law, and can
only operate through executive ac
quiescence. The act places the
power of appointment in the hands
of commiasioners supposed to be
non-partisans, who apply hair
splitting testa, unnecessary to the
practical ascertainment of the fit
ness of applicants. The most se
rious objection to it is that it tends
towards a permanent ofDcebolding
community, utterly at variance
with the American spirit. In con
clusion, the report attacks the pres
ent system of distribution of ap
pointments to the States, and de
clares if we are to havo a permanent
official community, it should be
organised on a better basis; but
tbe most correct way to reform
would be through the repeal of the
law.
CARLISLE AND CRISP.
The following extract from Eu
gene Speer’s Washington letter to
the Atlanta Capitol shows in what
estimation our Congressman is held
by Speaker Carlisle:
"Mr. Speaker Carlisle was too
indisposed on last Saturday to oc
cupy hia chair in the House, and
Mr. Crisp was designated to preside.
It has been frequently remarked
that Speaker Carlisle has a great
attachment for Mr. Crisp. He
evidences his friendship in many
ways and on many ooctsions. No
G^rgia member Is called to the
chair half so often as is tbe mem
ber from the Americus district.
Indeed no one member of the House
enjoys Ibis privilege as often.
When Congress first met and be- |
fore tbe committees were organized,
Mr. Crisp was very desirous for a
chairmanship. On the divial sys
tem Georgia was entitled to two |
and a half per cent, of these honors.
Mr. Crisp waa hopeful, but the
Speaker could not ignore Mr.
Blount, of tbe delegation, who had
•0 much longer service, and Mr.
Crisp was awarded a place high up
on the Committee of Commerce.
This was a disappointment to him,
of course, and for a time be waa in
poor humor with tbe Speaker, but
tbe entente oordiale has evidently
in re-established and the Ken-
iky Speaker and tbe Georgia
member now appear to ba as fast
Mends as if no oommlttees were
