Both Georgia and Central Rail road stock on rising ground to day. Georgia is quoted at 191 naked and Central at 80£ asked, with 794 bid. These two stocks are the sen sation of the hour, and are destined to outstrip anything on the market. Let it not be forgotten—for it is as practically established as that two and two makes four—that the man who advertises only in the busy sea son is not a thorough improver of business opportunities. Those who read the advertising columns of j the daily and weekly papers cannot ( fail to have noticed that the lirms who advertise all the year round are the ones that generally thrive most. The very cautious Washington correspon dent of the Baltimore Sun writes: “While it may be said that there is no immediate probability of any repeal of the civil service law, it ia not at all certain that the day is very remote when it will be swept off tbe statute books. At tbe time of tbe passage of tbe bill many of tbe Senators and Representatives who voted for it did not hesitate to ridicule it, and the expressions of contempt for its operation* are constantly indulged in with the utmost freedom by the prominent men ot both parties. Senator In galls, in his speech of Friday last, voiced and purposely the senti ment ol tbe leading men of the Republican party toward that class which is responsible for tbe doe- i trine of oivil service reform. There is no shadow of doubt that were they to express their real opinions, a majority of both parties in the two houses would now vote for the repeal of the law. Policy, howev er, inlerpoaea in the way of such action now, but, a* above intima ted, it will not be surprising for it to come hereafter. The sarcastic allusions made to civil service re form on the floor* of the twoboueee have been supplemented with out spoken denunciations hi the law and its effects before three State associations—Maryland, Ohio and Virginia—by members of Congress from the States mentioned, and other members are only waiting for the opportunity to follow tbeir ex ample. A Senator said to tbe President the other day that be wished him godspeed in hi* en, forcemeat of the civil service reg ulations, “for," said he, “you are doing all you can to make it odiou*. and this will hasten the day when we will get rid of it.” A member of the House from New York announced tbia evening that when the appropriation for the ex penses of tbe Civil Service Com mission comes belore tbe House he will move to strike out the salatie* of tbe commissioner..
