A GOOD AMENDMENT.
Mr. Crain, a member of Congress
from Texas, proposes an amend
ment to the national constitution
which has good practical sense for
Its recommendation. Under exist
ing laws Congressmen are elected
in November anil their terms begin
ou the 4th of the following Maroh;
but unless there is an extra session
of Congress tho member does
not actually take his seat until
December of the year after
hi* election. Therefore the people
elect a Congressman thirteen
months before lie begins to serve
them. Mr. Crain thinks the mem
ber! of tlie popular branch of Con-
gresn should come more directly
from the people. In this country
new Issues spring up rapidly, and n
year might make very material
changes in popular conditions iinil
sentiments.
Under the proposed amendment
Congress would meet on the second
Tuesday in January, after the No
vember election. Thus there would
no session of an old Congress after
a new one had been elected. Ac
cording to the proposed plun the
aeslons of Congress could lie made
of more equal duration. Now Con
gress has one session which usual
ly extends over six or seven
months. The second session liegins
on the first Monday in December
and la terminated l>y law on the 4th
of Maroh. The new arrangement
would allow Congress to sit as long
at each session at the public Inter
est might require. I sing sessions
would not cause any very great
Increase of expense because Con
gressmen and most of the employes
of Congress are paid by the year
any way. Mr. Crain introduced a
bill in the last Congress to provide
for these changes. It met with con
siderable support, and was favor
ably reported by the House commit
tee, but failed to come up for con
sideration.
